Pre-Qualification Criteria
Overview
The Commissionerate of College Education (CCE), Government of Rajasthan, has issued a Request for Proposal (RFP) for the selection of eligible Training Partners to conduct Foreign Language Certificate Courses at Government Colleges across Rajasthan under the Foreign Language Communication Skill Scheme.
The initiative aims to enhance employability and global competency of youth (18–35 years) through internationally aligned foreign language training.
Scope of Work
The selected Training Partner(s) will be responsible for end-to-end implementation of the program, including but not limited to:
- Design of foreign language curriculum aligned with international standards
- Setting up training facilities at allotted Government Colleges
- Deployment of qualified and certified trainers
- Student mobilization, awareness, counselling, and batch formation
- Classroom-based (offline) training delivery
- Internal assessments and course completion certification
- Facilitation of international language certification (B1 / N4 level, as applicable)
- Career guidance, placement support, and employability workshops
- Monitoring, reporting, and compliance with scheme guidelines
Languages Covered:
French, German, Spanish, Italian, Russian (A1, A2, B1 – 360 hours)
Japanese (N5, N4 – 540 hours)
Pre-Qualification / Eligibility Criteria
1. Legal & Organizational Eligibility
- Bidder must be a legally registered entity in India with at least 3 years of existence
- Consortium / Joint Venture participation is not permitted
- Sub-contracting is not allowed
2. Technical Eligibility
- Minimum 2 on-roll trainers per applied language
- Trainer qualification:
- European / Russian languages: B2 level or higher or Master’s in relevant language
- Japanese: N3 level or higher or Master’s degree in Japanese
- Experience of training at least 200 candidates per language in India between April 2022 and December 2025
- Minimum one functional foreign language training centre in India
3. Blacklisting & Compliance
- Bidder must not be blacklisted or terminated by any Central / State Government authority
- Mandatory declarations on integrity, conflict of interest, and non-association required
Financial Eligibility Criteria
- Average Annual Turnover:
- Minimum INR 60 Lakhs during FY 2022-23, 2023-24, and 2024-25
- Net Worth:
- Positive net worth in at least one of the last three financial years
- Statutory Compliance:
- Valid PAN and GST registration
- GST dues cleared up to 31 December 2025

- Physical Submission:
- Original Demand Drafts (Tender Fee, Processing Fee, EMD) must be submitted at the designated CCE office

- Financial Score: 20%
- Minimum 70 marks required in Technical Evaluation to qualify for Financial Bid opening
