Pre-Qualification Criteria WBMDFC EOI 2026: Empanelment of Training Providers for Stenography Skill Development Training The West Bengal Minorities' Development and Finance Corporation has released an e-Expression of Interest (e-EOI) – 2nd Call for the empanelment of qualified training providers to deliver Skill Development Training in English Stenography with Computer Applications. The initiative aims to enhance employability among minority youth by providing professional training to prepare them for stenographer recruitment examinations in government and private sectors. The training program will be implemented across Kolkata and various districts of West Bengal. Eligible training institutes, educational organizations, and skill development agencies are invited to submit proposals through the WB e-Tender portal. Scope of Work The empanelled training providers will be responsible for delivering structured training programs in English Stenography (Shorthand & Typing) with Computer Applications. Key responsibilities include: Conduct training for approximately 250 minority candidates Deliver training for 6 months duration Provide 36 training hours per month and 216 hours total training Organize 3 classes per week (approx. 3 hours per class) Follow training curriculum aligned with NSQF norms and MEPSC guidelines Provide study materials within 3 days of training commencement Conduct regular tests, assessments, and mock examinations Maintain biometric attendance records Provide necessary infrastructure including computers, internet, printer, classrooms, and library facilities Offer counselling, motivation sessions, and interview preparation Coordinate with district administration and WBMDFC authorities Facilitate placements and maintain trainee progress records The maximum batch size is 25 trainees, and training providers must ensure full monitoring, supervision, and security of trainees. Eligibility Criteria Applicants must meet the following conditions: Organizational Eligibility Registered entity under: Companies Act Societies Registration Act Trust Act Partnership or Proprietorship Minimum 3 years of operational experience in skill training. Technical Eligibility Minimum 3 years experience in skill training in English stenography / typing with computer application Must have trained: 100 candidates per year during the last three financial years, OR 150 candidates in FY 2024-25 Must have adequate training infrastructure including: Classrooms Computers and internet Printer Furniture and whiteboards Library and study resources Separate washrooms for male and female trainees Availability of qualified faculty members. Financial Eligibility Positive Net Worth as on 31 March 2025 Audited financial statements for: FY 2022-23 FY 2023-24 FY 2024-25 Annual turnover from training programs will be considered during evaluation. Compliance Requirements Applicants must confirm that: The institute has not been blacklisted by any government authority. The organization has not been declared bankrupt. Training institutes maintain a good track record of training outcomes and placements. Evaluation Methodology The proposals will be evaluated using Quality and Cost Based Selection (QCBS). Weightage: Quality Score: 70% Financial Score: 30% Minimum 50 marks in quality evaluation are required to qualify for financial bid evaluation. Evaluation parameters include: Faculty strength and qualification Annual turnover Number of candidates trained Number of training centres Placement records in government/private sector Past performance and methodology presentation Submission Guidelines Interested applicants must submit proposals through the WB Tenders Portal using a Digital Signature Certificate (DSC).
