 Maharashtra Government Tender: Training Agency for Disaster Management Training in Schools

The Relief and Rehabilitation Department, Government of Maharashtra has invited bids for the appointment of a Training Agency / Institute to conduct Disaster Management and Preparedness training programs for students studying in Classes 9 to 12 in Government and Government-Aided Secondary and Higher Secondary Schools across Maharashtra.
The tender has been issued through the GeM (Government e-Marketplace) portal under a Two-Packet Bid System consisting of Technical and Financial proposals.
This tender presents an opportunity for training organizations, education institutions, disaster management institutes, and skill development agencies experienced in large-scale student training programs.
Scope of Work
The selected agency will be responsible for designing and implementing disaster management training programs for students in secondary and higher secondary schools across Maharashtra.
Key responsibilities include:
  1. Conducting disaster management and preparedness training programs
  2. Training students of Classes 9 to 12 in Government and Government-aided schools
  3. Developing awareness on emergency response, preparedness, and safety behaviour
  4. Deploying trained personnel including Project Manager and District Coordinators
  5. Implementing training programs across multiple districts
  6. Delivering training content aligned with government disaster management guidelines
  7. Submitting progress reports and compliance documentation to the Disaster Management Unit
The contract period for the assignment is 5 months.
Eligibility Criteria
Eligible bidders must meet the following conditions:
  1. The bidder must be an Indian entity registered under applicable laws.
  2. Must possess valid PAN and GST registration.
  3. The organization should not be blacklisted by any Government or Semi-Government organization.
  4. The bidder must have ISO certifications including:
    1. ISO 9001:2015 (Quality Management)
    2. ISO 45001:2018 (Occupational Health & Safety)
    3. ISO 14001:2015 (Environmental Management)
  5. A notarized undertaking and affidavit confirming accuracy of submitted information must be submitted.
Experience Criteria
The bidder must demonstrate relevant experience in disaster management or similar training programs.
Requirements include:
  1. Minimum 3 years of experience in similar training services.
  2. Experience in training programs conducted during FY 2022-23, 2023-24, and 2024-25.
  3. Training provided to at least 100 Government or Government-aided schools in Maharashtra.
  4. Training programs conducted for minimum 1,00,000 students cumulatively.
  5. Total cumulative training project value of at least ₹5.85 Crore in the last three financial years.
Proof such as work orders, completion certificates, or client acceptance certificates must be submitted with the bid.
Financial Criteria
The tender specifies the following financial eligibility requirements:
  1. Minimum Average Annual Turnover: ₹5.85 Crore during the last three financial years.
  2. Positive Net Worth during FY 2022-23, 2023-24, and 2024-25 certified by a Chartered Accountant.
Audited financial statements must be submitted for the last three financial years.
Human Resource Requirement
The bidder must deploy the following personnel for successful implementation:
  1. 1 Project Manager
  2. 98 District Coordinators
  3. Qualified trainers with relevant disaster management training experience
  4. Trainers must have knowledge of the Marathi language for effective training delivery.
Tender Fee and EMD

EMD exemption may be available to eligible bidders as per GeM General Terms & Conditions, particularly for qualifying MSE service providers.
