Bihar State Power Holding Company Limited (BSPHCL) has invited an Expression of Interest (EOI) for the creation of a centralized data repository and AI/ML-based dashboard & mobile application. The project aims to integrate data across multiple IT systems and provide advanced analytics, predictive insights, and decision-support tools for power utilities.
 Scope of Work
The selected agency will be responsible for end-to-end implementation of an enterprise-level data analytics platform:
Key Deliverables:
  1. Design & development of centralized data repository (Data Lake/Data Lakehouse)
  2. Development of AI/ML-powered dashboards and mobile applications
  3. Integration of multiple IT & OT systems (billing, ERP, SCADA, smart meters, etc.)
  4. Implementation of:
    1. Data ingestion pipelines (real-time & batch)
    2. Data processing, transformation & analytics
    3. Advanced AI/ML use cases (predictive, prescriptive analytics)
  5. Deployment of role-based dashboards for decision-makers
  6. Establishment of:
    1. Data governance, security, and compliance frameworks
    2. MLOps & analytics environment
  7. 5-year post Go-Live support & maintenance  
 Eligibility Criteria
Organizational Eligibility:
  1. Company/LLP/Partnership registered in India
  2. Consortium allowed (maximum 2 members)
Technical Eligibility:
  1. Experience in:
    1. Data warehouse / Data lake / analytics projects
    2. AI/ML-based dashboard solutions
    3. System integration projects in Govt./PSU
  2. Minimum 500+ employees on payroll
  3. Certifications:
    1. ISO 9001:2015
    2. ISO 27001
    3. CMMI Level 5 (or above)
Financial Criteria
  1. Minimum Average Annual Turnover: ₹500 Crore (last 3 years)
  2. Positive Net Worth: Last 3 financial years
  3. Consortium allowed with:
    1. Lead: Minimum 51% turnover share
    2. Partner: Minimum 26%
Experience Criteria
  1. Turnkey IT System Integration projects:
    1. 1 project ≥ ₹70 Cr OR
    2. 2 projects ≥ ₹40 Cr OR
    3. 3 projects ≥ ₹30 Cr
  2. AI/ML dashboard project experience:
    1. 1 project ≥ ₹20 Cr OR equivalent combinations
  3. Experience in Power Sector (preferred)
  4. Data repository projects with minimum 50 lakh records datasets
