- Issuer: Seamen’s Provident Fund Organization (SPFO), an autonomous body under the Ministry of Ports, Shipping, and Waterways.

- Test Run: 6 months from the work order.
- Annual Maintenance Contract (AMC): 1 year post-test run.
Scope of Work
- Software Customization:
- Upgrade Tally ERP 9 to the latest version.
- Customize Tally for SPFO’s financial reporting needs (Income & Expenditure, Balance Sheet, Schedules, etc.).
- Generate MIS and statutory compliance reports (GST, Income Tax, etc.).
- Integration:
- Integrate Tally ERP 9 with SPFO’s other applications.
- Training:
- Conduct training sessions for SPFO staff on the customized software.
- Maintenance:
- Provide AMC, including software updates, server monitoring, and troubleshooting.
- Address vulnerabilities identified during security audits.
Eligibility Criteria
- Organization Type:
- Registered CA firms with ICAI, in existence for at least 5 years.
- Experience:
- Minimum 8–10 years of professional experience.
- Successfully executed 3 similar projects (Tally customization, training, maintenance).
- Turnover:
- Average annual turnover of ₹1.5 crore in the last 3 financial years.
- Location:
- Preference for firms with a head office in Mumbai.
- Team:
- Minimum 8 partners, including 5 ICAI fellows, and at least 40 staff (mix of CAs, semi-qualified staff, and others).
- Expertise:
- Demonstrated experience in Tally customization, accounts finalization, and taxation.
- Tally technical expert mandatory on the team.
Evaluation Criteria
- Technical Bid (70% weightage):
- Financial turnover, project experience, team qualifications, and proof of concept presentation.
- Minimum 70% score required to qualify for financial bid evaluation.
- Financial Bid (30% weightage):
- L1 bidder (lowest financial bid) will be awarded the contract.
Financials
- Fees:
- Tender Fee: ₹5,000 (non-refundable).
- EMD: ₹50,000 (refundable).
- Payment via NEFT/RTGS to SPFO’s designated account.
- Payment Terms:
- 50% after customization completion.
- 50% after the test run.
- 10% of running bills retained as a security deposit, refunded after 6 months of the contract period.
Penalties
- Major Issues:
- ₹500/day penalty for unresolved issues beyond 15 days.
- Minor Issues:
- ₹500/day penalty for unresolved issues beyond 3 days.

- Mode: Submit online and send supporting documents to SPFO’s Mumbai office.
- Required Documents:
- PAN, GST registration.
- Financial statements and project experience certificates.
- Non-disclosure undertaking (NDU) and authorization certificate.
