Programme: PM: Suryaghar Muft Bijli Yojana – Upskilling through Recognition of Prior Learning (RPL)
Skill Council for Green Jobs (SCGJ) invites Expressions of Interest (EOIs) from eligible and experienced Training Partners (TPs) / Training Centres (TCs) to conduct Recognition of Prior Learning (RPL) training and certification for Electricians and Rooftop Solar Technicians across various States and Union Territories of India.
This initiative aims to support India’s renewable energy mission by upskilling 30,000 electricians to ensure safe, standardised, and high-quality rooftop solar installations nationwide.
Scope of Work
Selected Training Partners / Centres shall be responsible for:
- Affiliation of training centres on SIDH for
Solar PV Installation Helper – Version 4.0 (SGJ/Q0111)
- Mobilisation and registration of eligible candidates on SIDH
- Conduct of 60-hour RPL training (7 days per batch)
- Ensuring 100% face authentication attendance (mandatory)
- Deployment of minimum 2 SCGJ-certified ToT trainers per batch
- Providing required training infrastructure and solar lab facilities
- Maintaining complete documentation, MIS reporting, and compliance
- Adherence to safety, quality standards, and scheme guidelines
- Coordination for assessment and certification conducted by SCGJ
Project & Training Details
- Training Mode: Recognition of Prior Learning (RPL)
- Batch Duration: 60 Hours (7 Days)
- Batch Size: Maximum 30 candidates
- Attendance Requirement: 100% mandatory
- Assessment: Only candidates with 100% attendance
- Certification: Managed by SCGJ
- Candidate Payout: ₹500 per day for 7 days (₹3,500 per successful candidate)
- Payment Terms: Single tranche payment after batch completion, subject to receipt of funds from REC
Pre-Qualification & Eligibility Criteria
Applicants must meet the following minimum requirements:
- Registered legal entity in India
- Minimum 1 year experience in skill development
- Preferable experience in Solar / Electrical / Renewable Energy training
- Availability of ToT-certified trainers (minimum 2)
- Availability of training infrastructure and SIDH affiliation
- Capability to ensure face authentication attendance and MIS reporting
- Ability to operate at State or National level
Financial Criteria (Evaluation-Based)
Financial capacity will be assessed as part of the evaluation matrix:
- Annual Turnover above ₹1 Crore – higher score
- ₹50–99 lakh / ₹20–49 lakh – proportionate marks
- Less than ₹20 lakh – minimum marks
Note: There is no Tender Fee or EMD applicable for this EOI.
Evaluation & Selection Method
Applications will be evaluated based on:
- Organisational experience in skilling
- Sectoral experience (Solar / Electrical)
- Trainer strength (ToT certified)
- Geographical presence
- Financial capacity
- Past Government / Private projects
Minimum Qualifying Score: 60 out of 100
Submission Guidelines
- EOI to be submitted online only through the prescribed Google Form
- Separate application required for each Training Centre
- For multiple centres, applicants must submit separate forms
- Each submission will be evaluated independently
- Applicants must ensure accuracy and completeness of information

Key Notes for Applicants
- Only SIDH-affiliated Training Centres are eligible
- Minimum 2 ToT-certified trainers per batch is mandatory
- 100% attendance is compulsory for payment and certification
- SCGJ reserves the right to accept or reject any application without assigning reasons
