π Overview
Uttarakhand Skill Development Society (UKSDS), the nodal agency for skill development in Uttarakhand, invites Expressions of Interest (EOI) from eligible Training Providers / Project Implementation Agencies (PIAs) for empanelment to implement Recognition of Prior Learning (RPL) programmes under the State Sector ELSTP 2025–26.
The empanelment aims to certify existing workforce skills across priority sectors such as Circular Economy, Eco-Tourism, Forestry, Tourism & Hospitality, Construction, Healthcare, Logistics, Automotive, and other SSC-approved job roles.
π Scope of Work
Empaneled Training Partners will be responsible for:
- Mobilization and registration of eligible RPL candidates
- Candidate orientation on scheme benefits, assessment, and certification
- Conducting RPL orientation training (30–60 hours) as per PMKVY guidelines
- Arrangement of training infrastructure, equipment, and tools
- Coordination with respective Sector Skill Councils (SSCs) for assessment and certification
- Conducting RPL at accredited training centres or approved industry premises
- Timely submission of candidate data, documents, and certificates to UKSDS
- Compliance with PMKVY-RPL guidelines as amended from time to time

Pre-Qualification / Eligibility Criteria
Applicants must meet the following minimum requirements:
- Legal Status: Registered organization with valid registration certificate
- Experience:
- Minimum 3 years of existence (as on 31 March 2025)
- At least 1 year experience in RPL / Skill Development projects approved by Central or State Government
- Training Capability:
- Availability of certified trainers (ToT)
- Access to accredited training centres or industry premises
- Non-Blacklisting: Organization must not be blacklisted by any Government / PSU / Authority
π° Financial Criteria
- Average annual turnover: Minimum βΉ25 lakh from skilling activities during FY 2022-23, 2023-24 & 2024-25
- Net Worth: Positive net worth for the above financial years
- Certification: Chartered Accountant certificate with UDIN number mandatory
(Non-revenue generating Government institutions are exempted)
