Pre-Qualification Criteria
Scope of Work
The selected respondents are expected to support GIL/DST in the complete lifecycle of the proposed skill development initiative. The broad scope includes:
1. Programme Conceptualization and Curriculum Design
Respondents must co-design two separate but complementary programmes:
- AI/IT Skill Development Programme for students.
- AI/IT Capacity Building Programme for government employees.
The curriculum must be application-oriented, platform-anchored and aligned with current industry practices, government requirements and emerging technology use cases.
2. Student Skill Development Programme
The student programme will target pre-final and final-year students and will include:
- Five pilot courses in the initial phase.
- Minimum academic score requirement, such as 55%.
- University-administered screening test.
- Fully offline, instructor-led classroom training.
- Physical labs and hands-on practical sessions.
- Mandatory capstone project.
- Final certification examination with two free attempts.
- Technical interview and workplace readiness preparation.
3. Government Employee Capacity Building Programme
The government employee programme will be designed for officials nominated by government departments. It will include:
- Short-duration modules of 2–5 days or 1–2 weeks, depending on the module.
- Fully offline delivery.
- Basic-to-intermediate training content.
- Focus on AI for governance, data handling, cybersecurity, cloud and emerging technologies.
- Practical governance-related use cases.
- Certificate of completion.
4. Training Delivery and Methodology
All training under both programmes must be conducted fully offline at designated institutions or training centres approved by GIL. The methodology should include:
- Instructor-led sessions.
- Hands-on labs.
- OEM tools and platforms.
- Practical assignments.
- Real-world use cases.
- Capstone projects for students.
- Case-based learning for government employees.
5. Certification and Skill Validation
The certification mechanism should be credible, outcome-based and jointly recognized by GIL/DST and the OEM or training partner. It should include structured assessments, practical evaluations and platform-based tests wherever applicable.
Focus Technology Areas
The indicative focus areas include:
- Applied Artificial Intelligence and AI-enabled systems.
- Cloud computing integrated with AI and data platforms.
- Data engineering and large-scale data processing systems.
- Cybersecurity, including AI-driven security and privacy engineering.
- Semiconductor ecosystem awareness.
- Industry 4.0, IoT and smart manufacturing systems.
- Digital governance and Smart Cities technology platforms.
Respondents may also propose additional domains with proper industry justification.
Pre-Qualification / Eligibility Criteria
Eligible respondents may include:
- Global or Indian OEMs and technology platform providers.
- IT product companies or system integrators with proprietary platforms.
- Industry-recognized training and certification providers with OEM partnerships.
- Consortiums comprising OEMs, industry bodies and training organizations.
Respondents should demonstrate:
- Prior experience in practical, outcome-oriented training.
- Capability to conduct industry-aligned AI, IT or emerging technology programmes.
- Ability to deliver both student-focused technical training and government employee capacity-building programmes.
- Infrastructure and capacity to conduct offline, in-person training at scale across Gujarat.
- Alignment with GIL’s programme governance and monitoring framework.
Financial Criteria
The EoI document does not specify minimum average annual turnover, net worth, EMD amount, tender fee or estimated project value. Respondents should carefully review any future corrigendum, RFP or detailed tender document issued by GIL/DST for financial requirements.

The Expression of Interest must remain valid for 90 days from the last date of submission. GIL may seek clarifications, request additional information, modify timelines or amend the process through corrigendum if required.
