Scope of Work
Empanelled Training Partners will be responsible for delivering skill development training under the Gujarat Institutes for Advanced Skills (GIAS) framework. The scope includes:
- Delivery of NSQF-aligned short-term and long-term vocational training programmes.
- Implementation of residential and non-residential training models.
- Conduct of Recognition of Prior Learning (RPL), once notified separately on the NGKRM portal.
- Delivery of other mission-aligned programmes approved by the Steering Committee.
- Mobilisation, counselling, registration and batch formation of eligible trainees.
- Training delivery through approved trainers, infrastructure, equipment and job-role-specific labs.
- Assessment and certification through NCVET-accredited Assessment Bodies, KSU, GCVT, SSCs or approved industry-certified bodies.
- Placement, apprenticeship, employment or self-employment support to certified trainees within 90 days of certification.
- Monthly progress reporting on the NGKRM-MIS portal.
- Compliance with biometric attendance, CCTV monitoring, MIS integration and DBT-linked trainee support systems.

Sector Coverage
Training will be conducted in NSQF-aligned courses from Level 1 to Level 8 available on SIDH / NQR and other recognised platforms. The EOI covers:

Construction, Automotive, Green Jobs, Healthcare, IT-ITeS, Tourism and Hospitality, Logistics, Electronics, Agriculture & Dairy Development, Gems and Jewellery, Chemical and Pharma, Plumbing, Energy & Power, Instrumentation and Automation, Mining, Textile and Apparel, Aerospace and Aviation, Food Processing, Handloom and Handicrafts, and Media and Entertainment.
Emerging and Future Technology Sectors
Artificial Intelligence, Machine Learning, AR/VR, Blockchain, Quantum Mechanics, FinTech, Additive Manufacturing, Data Science, EV and Battery Technology, Robotics and Automation, Cloud Computing, Cybersecurity, Semiconductor Manufacturing, Drone Technology and Geospatial Services.
The Steering Committee may add additional sectors based on evolving industry demand and labour market requirements.
Beneficiary Categories
The training programmes are open to a wide range of beneficiaries, including:
- Youth aged 14 to 59 years, subject to job-role entry qualification.
- Women candidates.
- Workers registered on e-Shram and e-Nirman portals and their dependants.
- Existing industry workers requiring reskilling, upskilling or new-skilling.
- EWS, BPL families and marginalised communities including SC, ST, OBC, PwD, LGBTQ+ and minorities.
- Unemployed candidates seeking skill-linked employment.
Pre-Qualification and Eligibility Criteria
1. Legal and Operational Eligibility
The applicant organisation must:
- Be legally registered under applicable laws such as Companies Act, Societies Registration Act, Trust Act, LLP Act or similar legal framework.
- Possess a valid PAN.
- Possess GST registration certificate.
- Not be blacklisted or debarred by any Central or State Government agency, Skill Council, Board or funding institution.
- Maintain clean statutory, tax and financial compliance records.
- Submit a declaration and undertaking as prescribed in the EOI.
- Submit consortium agreement, if applying as a consortium.
2. Eligible Training Partner Categories
The following organisations are eligible to apply:
- Industries / Companies.
- Registered Industry Associations.
- Government Departments, Government-aided organisations and PSUs.
- Academic institutions including universities, colleges, polytechnics, ITIs and Centres of Excellence.
- Consortia between industry / academic institutions and training providers.
- Section 8 Companies.
- LLP firms.
- Societies / Co-operative Societies.
- Trusts.
- Sector Skill Councils recognised by NCVET.
3. Technical / Sector Eligibility
Applicants must:
- Propose training programmes that deliver NSQF-aligned outcomes.
- Specify the NSQF level, job role, sector and training modality at the time of application.
- Ensure affiliation eligibility under NCVET / KSU / GCVT / SSCs or industry-certified courses affiliated with KSU.
- For industry-based On-the-Job Training programmes, possess production-grade equipment, machinery and expert faculty at the proposed training location.
Financial Criteria
Applicants must submit a Chartered Accountant-certified turnover certificate for the last three financial years.

Application Process
- Register on the NGKRM / GSDM portal and create an organisational profile.
- Select “Apply for GIAS Training Partner Empanelment”.
- Fill in details related to organisation, training centres, sectors, NSQF levels and training modalities.
- Submit separate applications for each sector with proposed job roles and targets.
- Upload all required documents as per Annexure 3.
- Submit signed declaration / undertaking electronically or as scanned upload.
- Receive system-generated acknowledgement number.
- DSD will scrutinise and evaluate the application.
- DSD may conduct training centre verification, if required.
- Selected applicants will receive a Letter of Intent specifying approved sectors, job roles, NSQF levels, modalities, centres and batch capacity.
- Centre Accreditation and Affiliation must be completed within 45 working days from issuance of Letter of Intent / Target Allocation.
- Submit 5% PBG within 30 days from target issuance.
Clarification Rule
If a “Seek Clarification” remark is issued, the applicant must resubmit the required clarification within 7 days. The clarification facility is provided only once. Failure to respond within the prescribed time may lead to disqualification.
