Scope of Work

The selected Training Partners will be responsible for conducting occupational safety training for Sewer and Septic Tank Workers under the NAMASTE Scheme. The training will support safe, mechanised and dignified sanitation work practices, and will be aligned with relevant guidelines of the Ministry of Skill Development and Entrepreneurship and PMKVY 4.0.

The scope includes:

  1. Conducting occupational safety training for SSWs in identified job roles.
  2. Training workers for safe mechanised sewer cleaning, septic tank desludging and sewer-entry-related activities.
  3. Ensuring use of required safety protocols, PPE kits, gas detection devices, mechanised tools, safety equipment and practical demonstrations.
  4. Organising practical training, field/site visits and demonstrations using sanitation machines or equipment.
  5. Screening or displaying AR/VR modules related to tripod and desludging vehicles during workshops.
  6. Registering and managing training activities through the Skill India Digital Hub (SIDH) portal.
  7. Ensuring enrolment of only validated SSWs under NAMASTE.
  8. Capturing trainee attendance through Aadhaar Enabled Biometric Attendance System (AEBAS).
  9. Coordinating with ULB Nodal Officers for mobilisation and participation of workers.
  10. Ensuring assessment, monitoring, documentation and reporting as per applicable PMKVY / MSDE / NSKFDC norms.

The RFP covers training across multiple zones and States/UTs, including North, West, Central, East & North-East, and Southern zones. The document mentions implementation across 4,800+ ULBs, while the zone-wise table provides tentative figures of 89,458 validated SSWs and 4,347 ULBs.

Eligible Organizations

The following types of organizations may apply, subject to fulfilment of eligibility conditions:

  1. Industry organizations, industry associations, MSMEs and training organizations.
  2. Corporate bodies and industry associations aggregating demand from sanitation-related industry clusters.
  3. Non-Governmental Organizations engaged in skill training, livelihood promotion, entrepreneurship, wage employment and community development.
  4. Educational institutions having valid NAAC / NBA / NIRF recognition and UGC affiliation, where applicable.
  5. Original Equipment Manufacturers operating in the sanitation sector.
  6. Government departments and parastatal bodies working in the sanitation sector, such as Jal Boards, Public Health Departments and state training institutes.

Important Clarification Note

The main eligibility section and initial filter table mention minimum average annual turnover of more than ₹40 lakh. However, Annexure 4 mentions “more than ₹3 crores” in the turnover criterion. Applicants should seek written clarification from NSKFDC before submission to avoid eligibility-related risk.

Submission Guidelines

Applicants must submit the proposal in physical form. The application may be typed, downloaded from the NSKFDC or CPP portal, or written in indelible ink. All pages must be duly filled, signed, initialled and dated wherever required by the authorized signatory.

Training Partner Responsibilities

Selected Training Partners will be required to:

  1. Register as Training Partner on Skill India Digital Hub, if not already registered.
  2. Designate a Single Point of Contact on the SIDH portal.
  3. Onboard Training Centres through the prescribed Accreditation & Affiliation process.
  4. Ensure adequate training infrastructure, equipment, PPE and safety devices.
  5. Arrange functional sanitation machines or vehicles for demonstrations.
  6. Ensure trainers have valid Training of Trainers certification from the concerned Sector Skill Council.
  7. Organise batches of 10 to 45 participants.
  8. Inform SSWs at least 5 days before training.
  9. Coordinate with ULBs for mobilisation, eKYC and attendance.
  10. Conduct practical training, site visits and demonstrations.
  11. Ensure attendance through AEBAS.
  12. Provide information on Swachhta Udyami Yojana, PM-JAY, PEMSR Act, 2013 and entrepreneurship opportunities.
  13. Maintain monitoring and evaluation systems for training progress.
  14. Submit a Training Deployment Plan within 10 days of award of sanction letter.
