The "Request for Expression of Interest (REOI) for Empanelment of Agencies for providing Catering Services" document issued by the National Skill Development Corporation (NSDC) details the process and criteria for empaneling catering service providers. He

Purpose: NSDC aims to empanel eligible catering service agencies to provide services for various events and functions.

 
Eligibility Criteria:
 
The bidder must be a legally registered entity in India, with at least 3 years of existence.
 
Must have executed at least five catering assignments, each of a minimum value of Rs. 2 lakhs, for government bodies or public sector banks/undertakings in the last 3 years.
 
The average annual turnover from catering services should be at least Rs. 10 lakhs over the last 3 financial years.
 
Compliance with health and food safety regulations (e.g., FSSAI license) is mandatory.
 
The bidder should not have been involved in any illegal activities or financial frauds and should not have been blacklisted by any government agency.
 
Empanelment Period: The empanelment is valid for one year from the date of the issuance of the letter of empanelment, with a possibility of extension or reduction based on performance. Additional agencies can be added if they meet the EOI conditions.
 
Assignment and Evaluation Process: Empaneled agencies will be given specific assignments with separate Scope of Work (SoW) for each, and evaluation criteria will be mentioned in the SoWs. The issuance of Purchase Orders or Contracts will be based on these assignments.
 
Submission of Proposals: Agencies must submit their applications along with relevant documents online via NSDC's e-procurement portal. The proposals must be submitted in English, and no physical document delivery is allowed.
 
Important Dates:
 
Commencement of REOI: 16th November 2023.
 
Last date and time for receipt of REOI: 30th November 2023, 18:00 hrs.
 
Key Terms and Conditions:
 
Agencies must adhere to proper food handling, storage, and preparation practices. Preparedness to accommodate dietary restrictions and special requests. Maintenance of a clean and organized buffet area, with proper labeling of dishes. Adherence to safety protocols and use of high-quality cutlery.
Penalties apply for late delivery, poor quality, safety violations, and use of low-grade cutlery.
 
Locations: The catering services are required primarily in Kaushal Bhawan, New Delhi, Delhi NCR, and other locations across India as per requirement.
