UPSIDA Moves to Strengthen Quality, Transparency and Accountability in Industrial Development Projects

The Uttar Pradesh State Industrial Development Authority (UPSIDA) has engaged RITES Limited, a Navratna Central Public Sector Enterprise under the Ministry of Railways, for third-party inspection of development works across key industrial areas in the state.

The move is aimed at ensuring better quality control, transparent monitoring and time-bound completion of infrastructure projects being executed in industrial zones. It comes at a time when Uttar Pradesh is witnessing rising investment interest and rapid expansion of industrial infrastructure.

UPSIDA Chief Executive Officer Vijay Kiran Anand directed RITES Limited to conduct detailed quality testing of development works during the inspection of seven major industrial areas in Ghaziabad. The areas reviewed included Kavi Nagar, Swadeshi Industrial Area, Bulandshahr Road Industrial Area, South Side GT Road, Lohamandi, Meerut Road Site-3 and Sahibabad industrial areas.

Third-Party Inspection to Cover Roads, Drains, Parking and Common Facilities

The independent inspection mechanism will focus on infrastructure works such as roads, drains, parking facilities, common amenities and other development projects being undertaken in industrial areas.

According to UPSIDA, the objective is to make third-party audits more effective and ensure that pending development works are completed within defined timelines. The authority is also focusing on strengthening basic infrastructure to support industries and improve the overall business environment.

A key feature of the inspection process will be the involvement of representatives from entrepreneurs’ organisations during sample testing and quality checks. This step is expected to improve transparency, accountability and trust between the authority and industrial stakeholders.

Focus on Industry-Friendly and Investor-Friendly Governance

During the inspection and interaction with entrepreneurs, discussions were held on expanding industrial facilities, including truck parking, development of parks, test laboratories, skill development centres and expo centres.

UPSIDA’s leadership also emphasised that strict action would be taken in cases involving complaints of unfair demands or harassment of entrepreneurs by any officer or employee.

The CEO assured entrepreneurs that creating a transparent, accountable and industry-friendly environment remains a key priority for UPSIDA and the Uttar Pradesh government.

Boost to Ease of Doing Business in Uttar Pradesh

The decision to strengthen independent inspection is being seen as part of a broader effort to improve ease of doing business in the state. With Uttar Pradesh receiving major investment proposals and developing industrial corridors and manufacturing hubs, the demand for reliable, high-quality infrastructure has increased significantly.

By bringing in RITES for third-party inspection, UPSIDA aims to introduce stronger technical scrutiny and independent quality assurance in infrastructure execution. This is expected to help reduce delays, improve project quality and build greater confidence among investors and entrepreneurs.

Skill Development Centres and Industrial Support Infrastructure in Focus

The discussions around new facilities such as skill development centres and expo centres indicate a wider approach to industrial development. Beyond roads and physical infrastructure, the focus is also shifting towards creating an ecosystem that supports workforce development, industry networking, product showcasing and business expansion.

Skill development centres in industrial areas can play an important role in preparing local youth and workers for emerging employment opportunities in manufacturing, logistics, engineering, services and allied sectors.

Conclusion

UPSIDA’s decision to involve RITES Limited for third-party inspection marks an important step towards improving governance standards in industrial infrastructure development. The initiative is expected to enhance quality control, promote accountability and support faster execution of projects across industrial areas in Uttar Pradesh.

As the state continues to position itself as a major investment destination, transparent monitoring, robust infrastructure and industry-focused facilities will remain critical to sustaining industrial growth and employment generation.
