Panchkula, Haryana: The long-awaited project to establish a dedicated Scheduled Caste Farmers’ Training Centre in Pinjore has received a major administrative and financial push, with the Haryana State Agricultural Marketing Board (HSAMB) approving a revised project cost of ₹5.15 crore.
The project, originally sanctioned in 2019 under the Rashtriya Krishi Vikas Yojana (RKVY) at an estimated cost of ₹3.98 crore, had remained pending for several years due to financial and procedural delays. With the revised estimate now approved, the project is expected to move closer to execution.
According to the official communication, the cost revision was necessitated by changes in the Haryana Schedule of Rates (HSR), an increase in GST from 12% to 18%, and updated construction estimates. The Agriculture and Farmers’ Welfare Department has approved additional funds of ₹1.44 crore, taking the total sanctioned outlay to ₹5.43 crore.
However, the additional funds are still pending deposit with HSAMB. The board has clarified that expenditure on the project will remain limited to the amount deposited by the client department.
Project to Support Training and Capacity-Building for Farmers
The proposed training centre is expected to serve as a dedicated facility for training, awareness programmes, capacity-building and skill development for Scheduled Caste farmers in the region.
Once operational, the centre will help farmers gain access to information and practical training on modern agricultural practices, crop management, seeds, fertilisers, pesticides, government schemes and other agriculture-related services.
The project is also expected to include an advanced training facility for SC and ST farmers, supporting the broader objective of inclusive rural development and livelihood improvement through structured agricultural training.
Seven-Year Delay Raised Concerns Among Farmers
The project has faced a delay of nearly seven years. The original agriculture subdivisional office building near Pinjore Garden was reportedly demolished in 2019, after which departmental operations were shifted to a rented premises in Tipra, Kalka.
The delay has created inconvenience for farmers from Pinjore and nearby areas, including Doon, Raipurrani, Morni, Raitan and parts of Barwala block, who continue to depend on the temporary office for agriculture-related services.
Shivalik Vikas Manch president Vijay Bansal, who has been pursuing the matter, criticised the delay and said that farmers, especially small and marginal farmers from Scheduled Caste communities, have been affected due to the lack of proper infrastructure and limited facilities at the rented office.
He also warned that any further delay could increase the project cost further and continue to inconvenience farmers who depend on the department for agriculture inputs and scheme-related information.
Next Steps: Detailed Estimate and DNIT Preparation
With the revised estimate approved under the Haryana Engineering Works Portal (HEWP), officials have been directed to begin the next set of formalities.
These include preparation of the detailed estimate, DNIT and other procedural requirements before execution work can begin.
The approval is being seen as an important step towards improving institutional support for Scheduled Caste farmers in the region and strengthening the agriculture skilling ecosystem in Haryana.
