The Office of the Executive Engineer, Public Works Department (R&B) Division Dalgate Srinagar, Government of Jammu & Kashmir, has invited e-tenders for the “Upgradation of Infrastructure of Cooperative Training Institute Srinagar.” The tender is issued under a two-cover e-tendering system for works above ₹2.50 crore. 5. Submission of execution timeline through BAR Chart
6. Maintenance obligations during Defect Liability Period (DLP)

1. Be an approved and eligible contractor registered with:
   J&K State Government
   CPWD
   Railways
   Other State/Central Government departments
2. Possess valid contractor registration and renewal certificate
3. Hold valid GST registration with latest GST return clearance certificate
4. Submit PAN Card linked with GST registration
5. Possess Digital Signature Certificate (DSC) for e-tender participation
6. Upload all mandatory technical and financial documents online
7. Provide bank account details linked with GSTIN
8. Submit self-certified undertaking confirming project completion within prescribed timeline

1. Contractor should belong to AAY Class category
2. Must upload valid enlistment registration verification certificate
3. Must submit all documents mentioned in NIT and SBD
4. Failure to upload mandatory documents may result in technical disqualification

1. Submission Mode: Online (E-Tendering)
2. Bids must be submitted through the official J&K e-tender portal
3. Financial bids in physical form will not be accepted
4. Tender fee to be submitted through Treasury Challan
5. EMD to be submitted in the form of CDR/FDR/Bank Guarantee
6. All documents must be scanned and uploaded online
7. BOQ format should not be modified manually
