4. Scope of Work:

The selected TSPs will:

1. Design and Deliver Training:
   • Develop modules aligned with Qualification Packs (QPs).
   • Mobilize and train candidates, including Recognition of Prior Learning (RPL).
2. Infrastructure Setup:
   • Establish training centers with required infrastructure and resources.
3. Certification and Placement:
   • Facilitate assessments and certifications through Sector Skill Councils (SSCs).
   • Provide placement assistance and organize job fairs.
4. Monitoring and Reporting:
   • Maintain records, submit reports, and ensure compliance with guidelines.

5. Eligibility Criteria:

1. Legal Entity: Must be a registered company, LLP, society, or trust.
2. Training Experience: Should have trained at least 3,000 beneficiaries in the last three years.
3. Project Experience: Completed at least three skill development projects in three states/UTs with government departments or PSUs.
4. Turnover: Minimum average turnover of ₹6 crores in the last three years, with a cumulative turnover of ₹18 crores.
5. Human Resources: At least 25 executive/management-level staff on payroll.
6. Empanelment: Should be currently empanelled with at least one PSU, autonomous body, or government department.

6. Evaluation Criteria:

1. Technical Proposal (60 marks):
   • Turnover, operational presence, number of candidates trained, empanelment details, and placement records.
2. Technical Presentation (40 marks):
   • Innovative approaches, existing infrastructure, and placement strategies.
3. Minimum Qualifying Marks: 80 out of 100.

7. Post-Empanelment:

• Financial bids will be invited for specific projects.
• The empanelment is initially valid for two years and may be extended based on performance.
