Key Provisions for Expansion
1. Prerequisites
- Monitoring Information: AAs must provide monitoring data to NCVET at a monthly frequency.
- Eligibility:
- AAs must not be categorized as high-risk as per the AA guidelines.
- AAs must not be blacklisted or have pending POSH cases or unresolved complaints/issues.
2. Time Frame
- Application Submission:
- Can only be submitted six months after signing the agreement or from the date of the last expansion granted.
- Qualifying Period:
- Data for expansion will be considered from the date of issuance of the Letter of Intent (LoI) or the last expansion.
3. Expansion of Territorial Jurisdiction
a. Minimum Assessments Required
- Category I States/UTs:
- Minimum in last financial year: 3,750 assessments.
- Additional assessments for expansion: 3,750 assessments.
- Category II States/UTs:
- Minimum in last financial year: 7,500 assessments.
- Additional assessments for expansion: 7,500 assessments.
- PAN India:
- Cumulative Requirement: 75,000 assessments in any two of the last three financial years.
Note: If the period exceeds one year, the assessment requirement increases proportionally.
b. Financial Requirements
- Category I States/UTs: ₹10 lakhs per state in the last financial year.
- Category II States/UTs: ₹23 lakhs per state in the last financial year.
- PAN India: ₹1 crore in the last financial year.
Note: Financial turnover requirements increase proportionally if the duration exceeds one year.
c. Capability Demonstration
- Human Resources:
- Availability of SMEs, Assessors/Examiners, and Proctors familiar with local languages in the concerned geography.
- Industry Connect:
- Evidence of conducting fee-based/private assessments for industries, corporates, or academic institutions in the geography.
4. Expansion of Sectors
a. Minimum Assessments:
- 5,000 skilling assessments in the last three financial years for each sector for which expansion is sought.
b. Question Banks:
- Availability of question banks for at least 5% of qualifications listed on the National Qualifications Register (NQR) for the sector.
c. Evidence of Capability:
- Adequate proof of industry connect and SMEs in each sector.
5. Application Process
- Application Fee: ₹25,000 (non-refundable).
- Submission:
- Supporting Documents: Relevant evidence must be provided for all submitted data.
6. Approval and Oversight
- Applications will be reviewed based on the submitted data and compliance with the guidelines.
- Issued with the approval of the competent authority.
