1. Purpose:

   • To invite Training Partners (TPs) to establish infrastructure and conduct training under the KYP program at designated BSDCs in Bihar.
   • The KYP focuses on imparting digital literacy, communication, and soft skills to enhance employability.

Eligibility Criteria

1. Legal Status:
   • Must be a registered Proprietorship, Partnership, Trust, Society, Company, or LLP established before 31st March 2021.
2. Turnover:
   • Minimum Average Annual Turnover (AATO) of ₹30 lakh for FY 2021-22 to FY 2023-24.
3. Experience:
   • Must have certified at least 600 candidates in skilling/training programs during the last three financial years.
4. Non-Blacklisting:
   • Submit a notarized affidavit confirming no blacklisting by any government or skill development authority.
5. BSDC Preferences:
   • Applicants must specify their preferred BSDC locations in Annexure V.
6. Existing KYP Centers:
   • Organizations with existing KYP centers under BSDM are not eligible.

Financial Requirements

1. Document Fee: ₹5,000 (non-refundable).
2. Tender Processing Fee: ₹590.
3. Earnest Money Deposit (EMD): ₹50,000 (refundable if not selected).
4. Performance Guarantee: ₹1,00,000 per BSDC, to be submitted within 30 days of empanelment.

Scope of Work

1. Training Components:
   • Basic IT Literacy Skills (120 hours).
   • Communication Skills (80 hours).
   • Soft Skills (40 hours).
2. Infrastructure Requirements:
   • Biometric attendance systems, CCTV monitoring, IT labs, classrooms, and other facilities as specified by BSDM.
3. Operational Responsibilities:
   • Candidate mobilization, pre-counseling, training, assessment, certification, and tracking.
   • Maintenance of provided infrastructure and compliance with BSDM guidelines.

Evaluation and Allocation

1. Allocation Process:
   • Centers will be allocated based on the applicant's registered head office location.
   • Tie-breaking criteria include:
     • Number of certified candidates.
     • Average annual turnover.
     • Lottery (if required).
2. Center Preferences:
   • Applicants must rank their preferences for all 19 BSDCs.

Financial Norms

1. Training Cost:
   • ₹40 per candidate per hour for certified candidates.
   • Portal usage fee of ₹3.96 per hour per candidate will be deducted.
2. Rental Charges:
   • Vary by category (A: ₹2,400/month, B: ₹2,000/month, C: ₹1,600/month, D: ₹1,200/month).
   • Annual rent increments of up to 10% may apply.

1. Mode: Online via the e-Procurement portal (www.eproc2.bihar.gov.in).
2. Documents Required:
   • Proof of registration, turnover, training experience, and non-blacklisting affidavit.
