Objective

1. Engage empaneled training partners to conduct skill development training for child inmates in Special/Observation Homes across Punjab.
2. The training will be conducted on-site at the respective homes.

Eligibility Criteria

1. Only PSDM-empaneled training partners are eligible to apply.
2. Experience in relevant job roles (Annexure A) is required.
3. Documentary proof must be submitted:
   1. Letter of Empanelment from PSDM.
   2. Client certificates from PSDM, Punjab Government Departments, NSDC, or SSCs.
4. Placement Record:
   1. Training partners must have placed candidates in the formal sector in the applied job role.
5. Scoring Criteria:
   1. Minimum 20 marks required in eligibility evaluation to qualify for presentation.
   2. Presentation carries 20 marks and covers:
      1. Approach & methodology.
      2. Staffing plan.
      3. Training schedule.
      4. Quality assurance methodology.
      5. Monitoring and assessment plan.
   3. Agencies scoring less than 10 marks in presentation will be disqualified.

Financial Requirements

1. Tender Fee: ₹1,000
2. Processing Fee: ₹10,000
3. Earnest Money Deposit (EMD): ₹10,000
4. Performance Bank Guarantee (PBG): 10% of total project cost (valid until 31st July 2025)
   1. Must be submitted within 7 days of work order issuance.
   2. Late submission penalty: ₹1,000 per day (up to 5 days).
   3. Failure to submit within 6 days will result in PBG forfeiture.

Scope of Work

1. Training Locations:
   1. Observation Homes in Faridkot, Ludhiana, Hoshiarpur.
   2. Special Homes in Hoshiarpur.
2. Job Roles & Training Duration:
   1. Hair Dresser & Stylist – 450 hours.
   2. Home Health Aide Trainee – 420 hours.
   3. Smartphone Assembly Technician – 450 hours.
   4. Multi-Skill Technician – 450 hours.
3. Training Cost:
   1. ₹27.89 per hour (as per PMKVY 4.0 norms).
4. Assessment Fees:
   1. Paid by the training agency (reimbursed by PSDM).
   2. Re-assessment fees will not be reimbursed.

Performance Monitoring & Penalties

1. Training must commence within 7 days of work order issuance.
   1. Penalties for delays:
      1. 7-10 days: ₹10,000 per center.
      2. 11-15 days: ₹20,000 per center.
      3. 16-20 days: ₹30,000 per center.
      4. 21+ days: PBG forfeiture & reallocation of targets.
2. Final installment claims must be submitted by 20th May 2025.
   1. Late submissions will lead to PBG forfeiture.
3. Non-compliance, incorrect documentation, or poor performance may result in de-empanelment.
