Vocational Training Services Tender – Beauty Parlour Course (Gujarat)

The Directorate of Employment & Training, Labour and Employment Department, Government of Gujarat has invited bids through the GeM portal for providing Vocational Training Services for Beauty Parlour courses. The selected training service provider will deliver offline training programs for candidates in Mahisagar District. The contract period is 3 months and 14 days, and the training will be conducted at the service provider’s training premises.

The tender follows a Two-Packet Bid System (Technical and Financial) and will be evaluated on the basis of Total Value Wise Evaluation.

The selected training provider will be responsible for conducting offline vocational training in Beauty Parlour skills. The program aims to develop basic skill competencies among participants.

Key scope includes:

1. Conduct offline training sessions in Beauty Parlour skills.
2. Training duration: 4 hours per day on weekdays.
3. Training level: Basic level course.
4. Provide post-training support to participants.
5. Training to be conducted at the service provider’s premises.
6. Approximately 20 trainees per batch.
7. Approximate training duration: 10 days per batch.
8. Training location preference: Mahisagar District, Gujarat.

Eligibility Criteria

1. Organizations interested in participating must meet the following requirements:
2. Must have experience in providing similar vocational training services.
3. Must have provided similar services to Government Departments, PSUs, or public organizations.
4. The bidder must not be under liquidation or bankruptcy proceedings.
5. The bidder must maintain an office in the state of Gujarat with supporting documentary evidence.
6. The bidder must provide dedicated service support contact details and escalation matrix.

Financial Criteria

1. The bidder must have a minimum average annual turnover of ₹10 lakh during the last three financial years.
2. Documentary proof such as audited balance sheets or CA certificate must be submitted.
3. Turnover relaxation is available for MSE and DPIIT-recognized startups as per government policy.

Experience Criteria

The bidder must have prior experience in similar services within the last three financial years. The experience requirement can be fulfilled through any of the following:

1. Three similar completed services costing at least 40% of the estimated project cost, or
2. Two similar completed services costing at least 50% of the estimated project cost, or
3. One similar completed service costing at least 80% of the estimated project cost.

1. This tender has no Tender Fee and no Earnest Money Deposit (EMD) requirement as per the GeM bid conditions.
