Tender Summary
The State Level Employment and Training Centre (SETC) under the Backward Classes and Minority Welfare Department, Government of Madhya Pradesh has invited proposals for the selection of coaching institutes to provide professional coaching for JEE Main and NEET entrance examinations.
The initiative is being implemented under the Sardar Patel Coaching and Training Yojana (2021 – amended 2025) with the objective of supporting OBC and Minority students in preparing for national level engineering and medical entrance examinations.
Eligible coaching institutes with proven experience in competitive exam preparation are invited to participate in the Quality and Cost-Based Selection (QCBS) bidding process.
Scope of Work
- The selected coaching institutes will be responsible for delivering high-quality coaching services to eligible students. The key scope of work includes:
- Conducting structured coaching classes for JEE Main and NEET entrance examinations
- Providing qualified and experienced faculty members
- Delivering study material, practice tests, and doubt-clearing sessions
- Ensuring adequate classroom infrastructure and learning facilities
- Conducting periodic assessments and performance monitoring
- Supporting students through mentoring and exam preparation strategies
- Submitting progress reports and performance tracking to SETC
- Maintaining attendance records and program compliance
- The project will support students from Other Backward Classes (OBC) and Minority communities in Madhya Pradesh.
Eligibility Criteria
- Organizations interested in participating in the tender must meet the following requirements:
- The bidder must be a registered coaching institute / educational organization.
- The institute must have experience in providing coaching for competitive exams such as JEE or NEET.
- The organization should have adequate infrastructure including classrooms, faculty, and learning resources.
- The institute must employ qualified faculty members with relevant teaching experience.
- The bidder must submit all required technical and financial documents as specified in the RFP.
Financial Criteria
- The bidder must demonstrate sufficient financial capability to undertake the project.
- A minimum cumulative turnover requirement has been prescribed in the RFP.
- Financial statements must be audited and certified by a Chartered Accountant.
Pre-Qualification Criteria
- Bidders will be evaluated based on:
- Organizational experience in competitive exam coaching
- Financial strength and turnover
- Faculty qualifications and teaching experience
- Infrastructure and training capacity
- Compliance with all RFP documentation requirements
- Selection will be carried out using the Quality and Cost Based Selection (QCBS) method.
Submission Guidelines
- Interested bidders must follow the submission process below:
- Download the RFP document from the official portal.
- Prepare technical and financial proposals as per RFP guidelines.
- Submit the technical bid along with RFP document fee and EMD.
- Upload the bid on the designated e-tender portal within the deadline.
- Submit required supporting documents in hard copy at the SETC office before the specified deadline.
- Financial bids must not be submitted in hard copy.
- Late or incomplete submissions will be rejected.
