Davangere University EOI for Skill Development Knowledge Partners – Tender Summary

Davangere University has invited an Expression of Interest (EOI) to empanel eligible Knowledge Partners for implementing skill development and employability programs across the university campus and its affiliated colleges in Karnataka.

The initiative aims to strengthen industry-oriented training, entrepreneurship development, and placement-linked programs for youth, particularly students enrolled in the university system. Selected partners will deliver training aligned with industry demand, ensuring certification, internships, and employment opportunities.

This empanelment will enable the university to collaborate with experienced skill training providers, industry experts, and vocational institutions to enhance the employability of youth in the region.

Scope of Work

1. Ten operational for at least 1 year.
2. Must possess valid PAN, GST, and statutory registrations.
3. Must have a minimum turnover of ₹1.4 Crore in any of the last three financial years (ending 31 March 2025).
4. Startups registered under Startup India / DPIIT are also eligible.
5. The bidder must not be blacklisted by any government authority.

Financial Criteria

1. Minimum turnover requirement: ₹1.4 Crore in any of the last 3 financial years.
2. Performance Security: 3% of the contract value to be submitted by the selected partner after award of work.
3. Earnest Money Deposit (EMD)
4. EMD Amount: ₹3,00,000
5. Mode of Payment: Online payment through the e-procurement portal (KPPP) or as per tender conditions.
6. Bids submitted without EMD will be rejected.
7. EMD of unsuccessful bidders will be refunded after evaluation.

Tender Fee

1. No tender document fee is specified in the EOI document.

Submission Guidelines

1. Bidders must submit a single proposal.
2. Consortium or Joint Venture participation is not allowed.
3. The proposal must be submitted through the Karnataka Public Procurement Portal (KPPP).
4. All required documents must be uploaded along with the proposal.
5. Any false declaration or incomplete documentation may lead to disqualification or blacklisting.

Validity of Empanelment

1. The empanelment will remain valid for 1 year, subject to the discretion of the university.

Eligible Beneficiaries

1. Candidates eligible for the training programs include:
2. Students enrolled in the university or affiliated colleges.
3. Age group: 18–35 years.
4. Must possess Aadhaar and Aadhaar-linked bank account.
5. Must meet the job role eligibility criteria.
