The Indian Air Force (IAF) invites sealed bids under a two-bid system for providing initial and recurrent aircrew training services (ground training and simulator training) for Boeing 737-200 aircraft.

1. Conducting initial and recurrent training for Boeing 737-200 aircrew
2. Providing comprehensive ground training, including:

2. Emergency procedures
3. Firefighting drills
4. Ditching and evacuation training
2. Delivering simulator training:
   1. Initial training: ~40 hours
   2. Recurrent training: ~24 hours
3. Providing Level C or higher certified simulator facility
4. Supporting IAF instructors during training sessions
5. Ensuring training for:
   1. Initial: 3 crew members
   2. Recurrent: 10 crew members

1. Not be blacklisted, insolvent, or under legal proceedings
2. Have no conflict of interest or unethical practices
3. Comply with Government of India procurement regulations
4. Meet restrictions under GFR Rule 144(xi) (border-sharing countries compliance)
5. Be eligible under Make in India / Local Supplier provisions (if applicable)

1. Minimum 3 years of experience in:
   1. Initial & recurrent training for Boeing 737-200
   2. Ground school + simulator training services

1. Must provide Level C or higher Boeing 737-200 simulator
2. Simulator must be certified by a Civil Aviation Regulatory Authority

1. Average Annual Turnover:
   ≥ 30% of estimated annual contract value
2. Net Worth Requirement:
   ≥ 5% of estimated contract value
3. Financial Stability:
   1. Net worth must be positive
   2. Should not have eroded more than 30% in last 3 years

1. Mode of Submission: Offline (Sealed Envelope Only)
2. Two-Bid System:
   1. Technical Bid (separate sealed envelope)
   2. Commercial Bid (separate sealed envelope)
3. Both bids must be placed inside a single outer sealed envelope
4. Clearly superscribe:
   1. Tender number
   2. Title
   3. Opening date
5. Submission via post/courier or tender box only
6. Email/Fax submissions are not accepted

1. Bid Validity: 180 days
2. Performance Guarantee: 10% of contract value
3. Payment Terms: Within 60 days after training completion
4. Evaluation Method: L1 (Lowest Cost) basis after technical qualification
