Scope of Work

The tender covers electrical works connected with multiple railway infrastructure facilities under Jaipur Division. The major work components include:

1. RPF Training Centre, Bandikui: Electrical works for administrative building, classrooms, gymnasium, sports facilities including cricket, badminton and basketball, auditorium, drill nursery, ladies changing room and Shaheed Smarak.
2. Satellite Track Machine Depot, Bandikui: Upgradation and augmentation of depot infrastructure and staff amenities.
3. Sewerage Treatment Plant: Electrical works related to STP at RE, BKI with 100 KL capacity.
4. Service Buildings at Rewari: Repairs and electrical works for TRD office, SSE/USFD office, CHI office, S&T office and train lighting office.
5. New Office Provision: Electrical works for new office facilities for SSE/Electric and SSE/W/RE at Rewari.

The schedule includes supply, wiring, installation, testing and commissioning of electrical items such as wiring points, plug sockets, LED fittings, ceiling fans, MCBs, change-over switches, earthing systems, and relocation/testing/commissioning of a 25 kWp solar plant.

Pre-Qualification and Eligibility Criteria

The bidder must meet the technical and financial requirements prescribed in the tender and GCC April 2022 conditions.

Technical Eligibility

The tenderer must have successfully completed or substantially completed similar electrical work during the last 7 years, ending on the last day of the month previous to the month in which the tender is invited. The acceptable experience options are:

For this tender, the definition of similar nature of work is: any electrical work related to HT/LT installation. The bidder must also hold a valid Electrical Contractor License issued by the Government, except where exemption applies to OEMs or authorized dealers.

Financial Eligibility

The tenderer must have minimum average annual contractual turnover calculated as per the tender condition: V/N or V, whichever is less. Here, V is the advertised value in crores and N is the completion period in years. Since the advertised value is ₹53,78,457.97 and the completion period is 12 months, the minimum average annual contractual turnover is approximately ₹53.78 lakh. The bidder must submit Annexure-VIB along with audited balance sheets or a Chartered Accountant certificate supported by audited balance sheets.

Tender Fee and EMD Details

The tender document cost is ₹0.00. The required Earnest Money Deposit / Bid Security is ₹1,07,600. The bid security may be submitted through the e-payment gateway or as a Bank Guarantee from a scheduled commercial bank, subject to the tender/GCC requirements.

Startups recognized by the Department for Promotion of Industry and Internal Trade / DIPP are exempt from payment of bid security. Labour Cooperative Societies are required to submit only 50% of the applicable bid security.

Submission Guidelines

Bidders must submit their bids online before 12 June 2026, 15:00 hrs. Original or revised bids can be submitted only up to the closing date and time. Manual offers are not permitted and will be ignored.

Bidders should ensure that all uploaded documents are clear and readable, as illegible documents may lead to rejection. The Railway reserves the right to verify statements, information and documents submitted by the bidder.

All quoted rates must be inclusive of applicable taxes, duties, royalties and other liabilities payable to Government, public bodies or local authorities. The contractor will not be entitled to additional claims on this account.

Document Checklist for Bidders

Bidders should keep the following documents ready for online submission:

1. Valid Electrical Contractor License issued by Government, unless exempted as OEM/authorized dealer.
2. Work experience certificates for similar HT/LT electrical installation works.
3. Completion certificate showing description of work, organization, contract value, scheduled completion date, final value and actual physical completion date.
4. Audited balance sheets for previous financial years.
5. CA certificate and Annexure-VIB for annual contractual turnover.
6. Bid Security / EMD payment proof or Bank Guarantee, as applicable.
7. PAN card and constitution documents of the bidder entity.
8. Power of Attorney / authorization in favour of the person signing the tender, where applicable.
9. For companies: MOA, AOA, Certificate of Incorporation and board-backed authorization.
10. For LLPs: LLP agreement, Certificate of Incorporation, authorization and undertaking regarding non-blacklisting/debarment.
11. Certificate/undertaking confirming acceptance of tender conditions and correctness of submitted documents.
12. Startup recognition certificate, if claiming EMD exemption.
13. Labour Cooperative Society registration certificate, if claiming 50% bid security benefit.
