The selected agency will be responsible for conducting solar energy skill development training for 60 women participants under two training batches:

The scope includes mobilization and selection of eligible women participants, classroom and practical hands-on training, training in solar PV systems, installation, commissioning, operation and maintenance, troubleshooting, electrical safety, energy audit basics, supply of toolkits and safety equipment, training manuals in English and Marathi, internal assessments, final evaluation, certification, placement/self-employment support, weekly progress reporting and final completion reporting. The agency must ensure minimum 80% attendance per trainee.

Training Structure

Batch 1: Solar Assistant

The Solar Assistant batch will train 30 women aged 18–45 years. Eligible trainees should be 10th / 12th / ITI qualified. The training duration is 30 days and covers basics of electrical energy, solar energy, solar PV components, solar pump components, solar street light and high mast components, solar water heater components, basic installation support, cleaning and maintenance, safety practices and field exposure.

Batch 2: Solar Technician

The Solar Technician batch will train 30 women aged 18–45 years. Eligible trainees may include B.E., Diploma Engineering, Science Graduate, ITI Electrical / Electronics, or equivalent applicants. The 90-day training includes solar project design, load calculation, layout, advanced solar PV installation, solar pump and streetlight installation, solar water heater installation, wiring, electrical integration, testing, commissioning, troubleshooting, operation and maintenance, entrepreneurship development, safety protocols and on-site practical training.

Pre-Qualification and Eligibility Criteria

Bidders may participate through one of two routes:

Route I: Private Training Provider Company / Institute

Route II: Government, Semi-Government or Private Technical Educational Institution

Bidders must clearly declare whether they are participating under Route I or Route II.

Documentary Eligibility

For Route I, bidders must submit firm registration documents, Shop Act License, receipt of EMD and tender fee or EMD exemption undertaking, signed tender document or ₹100 stamp paper undertaking, valid GST, Professional Tax and EPF / PF / CPF registration, power of attorney, certified trainer list, trainer profiles, lab facility details, and undertakings confirming that the bidder is not insolvent, blacklisted, debarred or involved in conflict of interest. Joint venture, consortium, subcontracting and subletting are not permitted.

For Route II, institutions must submit tender fee receipt and bid securing declaration, GST / Professional Tax / EPF documents, institute registration or equivalent documents, authorized person details, list of skilled trainers, trainer profiles, lab facility details, signed tender document or undertaking, bidder information sheets and batch-wise syllabus details.

Technical Eligibility

For private training providers, the tender requires valid certificates to conduct training, NSDC affiliation, MSSDS registration, Training Provider ID / Centre ID, lab certification, bidder information sheets and batch-wise syllabus. NISE registration, renewable energy course approval, certified trainer ID and MSSDS star rating are mentioned as optional documents.

For technical educational institutions, documents may include AICTE approval, university approval, NBA accreditation, renewable energy course approval if available, lab certification, batch-wise syllabus and bidder information sheets. Government or semi-government training institutions may submit NSDC / MSSDS registration or equivalent government-approved documents.

The financial bid must be inclusive of all taxes, duties, insurance and incidental charges. Price escalation will not be accepted.

Minimum Experience Requirement

For Route I, the bidder should have successfully completed solar / renewable energy / electrical / electronics skill training programmes for a Government or Semi-Government organization during the last three years. The experience requirement may be fulfilled through:

Evaluation and Award Criteria

The tender will be evaluated in two stages. First, technical proposals will be checked for responsiveness and eligibility. Only technically qualified bidders will move to financial evaluation. The contract will be awarded to the lowest evaluated responsive bidder, subject to fulfilment of all tender conditions. MEDA reserves the right to reject any or all bids without assigning reasons.

Payment Terms

The payment will be released in three stages:
