Scope of Work

The scope of work covers the supply of 6 foldable drone obstacle training tunnels for use by the Indian Army. The item is meant for tactical drone training, including drone obstacle avoidance, UAV navigation drills and fly-through accuracy exercises. The buyer’s specification document describes the product as a foldable tactical drone training tunnel with a length of 11 feet and diameter of 4 feet.

The tunnel should have high-strength camouflage fabric construction, a cylindrical tunnel design, heavy-duty spring steel rings, reinforced ring support, and weather-resistant material suitable for indoor and outdoor deployment. The product should be lightweight, portable, quick foldable and supplied with a heavy-duty carrying / packing bag. The internal light visibility should remain approximately 30–40%, making it suitable for low-visibility tactical drone training scenarios.

The consignee location is mentioned as Jammu, with a delivery period of 15 days for all 6 units. The purchaser has also included an option clause allowing the quantity to be increased or decreased by up to 50% at the time of contract placement and during the contract period as per GeM terms.

Pre-Qualification and Eligibility Criteria

Bidders must meet the prescribed experience and turnover conditions unless they are eligible for relaxation as an MSE or DPIIT-recognised startup. The minimum average annual turnover required for the bidder is ₹1 lakh, while the OEM average turnover requirement is ₹3 lakh. The bidder or OEM should have 3 years of past experience in the same or similar category.

For experience compliance, the bidder or its OEM should have regularly manufactured and supplied the same or similar category products to any Central Government, State Government organisation or PSU during the required number of financial years before bid opening. Relevant contracts and delivery acceptance certificates such as CRAC are required as supporting documents.

The bid also requires 30% past performance. The bidder or its OEM should have supplied same or similar category products for 30% of the bid quantity in at least one of the last three financial years before the bid opening date, supported by copies of relevant contracts.

Financial Criteria

The bidder must demonstrate minimum average annual turnover of ₹1 lakh during the last three years ending on 31 March of the previous financial year. Documentary proof such as certified audited balance sheets or a certificate from a Chartered Accountant / Cost Accountant must be uploaded with the bid.

The OEM must demonstrate minimum average annual turnover of ₹3 lakh during the last three years, supported by audited financial statements or CA / Cost Accountant certificate. If the bidder or OEM is less than three years old, the average turnover for completed financial years after incorporation will be considered.

No separate net worth requirement is mentioned in the provided tender document.

Tender Fee, EMD and ePBG

The bid document states that EMD is not required and ePBG is not required. No tender fee is mentioned. The GeM bid disclaimer also states that asking for any tender fee or bid participation fee is among the clauses that can make buyer-added conditions invalid if included contrary to GeM rules.

Submission Guidelines

Bidders must submit their bids online through the GeM portal. The bid is a Two Packet Bid, meaning bidders should submit technical and financial components as per GeM requirements. The financial quotation should be submitted only in the financial bid section. The GeM GTC advises bidders not to mention any price element in the technical bid, otherwise the bid may be rejected as non-responsive, except in single packet bidding cases.

The bid allows 2 days for technical clarifications during technical evaluation. Documents uploaded by bidders may be visible to all participating bidders after login, including documents submitted as part of clarification or representation during the tender process.
