Scope of Work

The scope covers providing a light motor inspection vehicle for official and maintenance-related work at NSG Manesar. The vehicle should be such as Ciaz / Virtus / XL6 petrol version, not older than model year 2025, along with a driver on a monthly basis. The service includes fuel, lubricants, driver, maintenance, applicable taxes, and other operational costs up to 2,000 km per month.

Pre-Qualification / Eligibility Criteria

Eligible bidders include:

1. Registered CPWD contractors in the appropriate class of Buildings & Roads category, or
2. Specialized agencies / travel agencies capable of providing taxi services.

The successful bidder, if not directly eligible for the specialized work, must associate an eligible specialized agency for execution of the travel/taxi service component. The bidder must read CPWD-6 terms carefully and should submit the bid only if eligible and in possession of all required documents.

Financial Criteria

The tender document does not specify any minimum turnover or net worth requirement. However, the following financial conditions apply:

The Performance Guarantee must be submitted within 7 days from the issue of Letter of Acceptance, with a maximum allowable extension of 3 days subject to late fee conditions.

Tender Fee and EMD Details

The tender document can be downloaded free of cost from the CPWD e-tendering portal. No separate tender fee is mentioned in the document. EMD of ₹9,944 is required and must be drawn in favour of the concerned CPWD authority as per the NIT.

Accepted EMD modes include Demand Draft, FDR, Bank Guarantee and other permitted instruments. The CPWD tender summary mentions EMD mode as DD, FDR, BG.

Submission Guidelines

Bids must be submitted online through www.etender.cpwd.gov.in or www.cpwd.gov.in. Bidders must have valid registration on the portal and a Class-III Digital Signature Certificate. Scanned documents must be uploaded in PDF/JPG format within the bid submission period. The original EMD must be deposited with the office of the Executive Engineer / any CPWD Executive Engineer within the bid submission period, and the receipt for EMD deposition must also be uploaded online.

The bid may be rejected if the bidder does not upload mandatory documents, does not deposit original EMD, is found ineligible, submits mismatched documents, or quotes invalid/nil rates as per CPWD conditions.

Operational Conditions

The driver must hold a valid commercial driving licence, maintain decent conduct, be literate enough for service requirements, and remain available with a mobile phone. The agency will be responsible for driver police verification, vehicle maintenance, parking, tyre puncture, servicing, fuel, road tax, insurance, applicable taxes, and replacement of the vehicle in case of major breakdown.

Recoveries may be imposed for service failure, including ₹2,000 per day for driver absence and ₹2,500 per day for vehicle absence. A recovery of ₹100 per day may apply if the driver is found without a valid mobile phone.
