Scope of Work

The tender is for establishing an AI Training and Capability Development Lab with high-end AI compute, tactical computing, edge AI processing, ruggedisation, system integration, commissioning, and training support.

Technical Scope Highlights

The technical specifications include an AI compute server with AMD EPYC class processor, NVIDIA RTX GPU configuration, high-capacity ECC RAM, NVMe storage, LUKS encryption, AI development workstation, rugged portable tactical systems, Edge AI processing unit, secure air-gapped deployment, local CA certificate setup, open-source model preloading, and 5 days of troop training. The warranty requirement includes 1 year plus 2 years extended warranty with onsite replacement support.

Pre-Qualification and Eligibility Criteria

Bidders should have relevant experience in the supply and commissioning of similar AI/digital infrastructure products. The GeM bid requires 3 years of past experience for same or similar category products, with relevant contracts and delivery acceptance certificates such as CRAC to be submitted.

The buyer-added ATC further requires demonstrable prior experience in establishing, commissioning, and integrating technical digital infrastructure such as simulator laboratories, virtual training suites, synthetic training environments, mission rehearsal systems, and computer-based training facilities within Category ‘A’ Training Establishments of the Indian Army. The ATC asks for at least two successfully executed and commissioned projects within the preceding two years.

Eligible bidders must also submit OEM authorization, compliance to BoQ specifications, past performance proof, turnover documents, and other certificates requested in the ATC.

Documentary proof should include certified audited balance sheets or CA/Cost Accountant certificate for turnover. For OEM turnover, similar audited financial proof or certificate is required.

Tender Fee, EMD and Performance Security

Source:

MSE exemption is available only to eligible manufacturers for goods and eligible service providers for services. Traders are excluded from EMD exemption under the stated policy.

Submission Guidelines

Bidders must submit their bids online through the GeM portal under a two-packet bid system. The technical bid should include eligibility, experience, turnover, OEM authorization, BoQ compliance, and ATC documents. The financial bid must be submitted separately through GeM. The bid will be evaluated on a total value-wise basis, and reverse auction is enabled for technically qualified bidders.

Bidders should also ensure that all uploaded documents are accurate, valid, and aligned with GeM requirements. Documents submitted during clarification or representation may be visible to other participating bidders after login, as per the bid document.
