Scope of Work

The selected bidder will be responsible for the supply, delivery, installation and commissioning of items required for modernization of the Training Facility at Hill Driving School, ADAPT, 5171 ASC Bn (MT), Udhampur. The work includes setting up repair, maintenance, diagnostic and workshop training infrastructure.

Major Items Covered

The scope includes a portable multipurpose shed, underground inspection pit, power supply components, illumination equipment, four-post lifter, tyre changing machine, tyre and wheel lift machine, pneumatic tools, oil drain and oil filling equipment, bench vice and workshop table, air gun, jump starter, distilled water plant, electric bench, portable welding machine, tool trolley, impact wrench, workshop creeper, 10-ton jack, digital torque wrench set, socket sets, oil filter clamp, ratchet spanner set, diagnostic scan tools for all vehicles, brake bleeding kit, pliers and cutters, hydraulic shop press, wheel aligning machine, wheel balancing machine, PEGA for petrol vehicles, DSM for diesel vehicles, riveting machine, heavy-duty universal gear box jack and soldering tools. All items are to have three years warranty and four years AMC after warranty.

Pre-Qualification / Eligibility Criteria

Bidders must meet the GeM bid eligibility conditions and submit documentary proof. The bidder or OEM must have experience in supplying same or similar category products to a Central / State Government organisation or PSU, as specified in the bid. The bid also requires past performance of 80% of the bid quantity in at least one of the last three financial years before bid opening.

Financial Criteria, Tender Fee and EMD

The bid states that bidders seeking EMD exemption must upload valid supporting documents. Under the MSE category, only manufacturers for goods and service providers for services are eligible for exemption; traders are excluded. The EMD and performance security, wherever applicable, should be in favour of the beneficiary, Commanding Officer, 5171 ASC Bn.

Submission Guidelines

Bidders must submit the bid online through the GeM portal under the two-packet bid system. The technical and financial documents must be uploaded as per the bid requirements. Financial documents are required, and technical clarifications during evaluation may be allowed for 2 days. The bid will be evaluated on a total value-wise basis, and Reverse Auction is enabled for eligible technically qualified bidders.

The purchaser reserves the right to increase or decrease the order quantity up to 25% at the time of contract placement and may also increase the ordered quantity up to 25% during the contract period at the contracted rates.

Additional Terms and Conditions

The bidder must comply with the scope of work, delivery schedule, payment terms, warranty obligations, confidentiality requirements and applicable laws. The ATC also states that the vendor’s representatives are required to conduct an initial site visit before work initiation. If the vendor fails to supply or install the required items, the project allotment may be cancelled.

Warranty must be for 3 years from final acceptance or completion of installation, commissioning and testing. The successful bidder must submit OEM warranty certificates at the time of delivery and should have an established installation, commissioning, training, troubleshooting and maintenance service group in India.
