🔹 Summary of Tender
Objective: Empanelment of training agencies to deliver sector-specific capacity building and entrepreneurship development programs under the World Bank-supported RAMP Scheme.
Estimated Value:
- Zone 1 (17 districts): ₹3,10,50,000
- Zone 2 (16 districts): ₹2,90,25,000
Contract Duration: 24 months (2 years)
🔹 Scope of Work
Training agencies are expected to:
- Conduct skill gap assessments
- Develop sector-specific training content
- Implement 3-day training programs (₹2500 per participant per day; 30 participants/batch)
- Deliver content in sectors: Iron & Steel, Engineering, Minor Forest Produce, Handicrafts, Handlooms, Tourism, Plastics
- Provide training materials, venue arrangements, logistics, food, transportation, and post-training mentorship
- Ensure minimum batch attendance and maintain full documentation (photos, feedback, certification, online uploading)
🔹 Pre-Qualification & Eligibility Criteria
Eligibility Criteria (Section 8.1):
- Legal entity: Registered organization/agency with experience in similar training
- Proven experience in conducting sector-specific or skill development programs
- Prior work with government projects preferable
- Minimum 3 years' experience for trainers in relevant fields
- Domain expertise and familiarity with Hindi/Chhattisgarhi essential
Technical Criteria Scoring (Section 8.2):
- Organization profile and past experience
- Training methodology and action plan
- Resource persons’ profile
- Infrastructure and logistics capability
🔹 Financial Criteria
- Separate Financial Bids for each zone
- Fixed cost: ₹2500 per head/day x 3 days per batch
- All-inclusive: training, logistics, food, materials, and applicable taxes (exclusive of GST)
🔹 Tender Fee and EMD
- Tender/Processing Fee: ₹5,900 (non-refundable, online payment)
- EMD (Refundable, online payment):
- Zone 1: ₹3,15,000
- Zone 2: ₹2,95,000
- Performance Bank Guarantee: 3% of contract value (valid 60 days beyond contract period)
🔹 Submission Guidelines
- Submission Mode: Online via https://eproc.cgstate.gov.in
- Submit one original hard copy of technical documents (spiral/hard bound, numbered)
- Financial bid only online (no hard copy)
- A self-certification letter must confirm the online and offline submissions are identical
- All documents must be digitally signed

🔹 Evaluation Method
- Two-Stage Evaluation:
- Technical Evaluation: Minimum score of 70/100 required

- Empanelment: All technically qualified bidders who agree to match the L1 price will be empanelled
