🔹 Scope of Work
The selected NGO/CSO will:
- Prepare and deliver hot, nutritious mid-day meals to Balvatika, Primary, and Upper Primary students in Rajkot municipal schools.
- Operate via a centralized kitchen model including:
- Cooking, logistics, and delivery
- Hygiene standards, temperature maintenance (65°C+), waste disposal
- Staff training, fire safety, and water purification
- Reporting and monitoring as per MDM norms

🔹 Bid Submission Format
Four Covers System:
- Cover 1: EMD and Tender Fee (DDs)
- Cover 2: Pre-Qualification Documents
- Cover 3: Technical Proposal
- Cover 4: Financial Proposal (online only)
🔹 Evaluation Criteria
📋 Technical Bid – 100 Marks
- Legal registrations, experience, infrastructure, financial stability, etc.
- Need ≥60 marks to qualify for financial evaluation
💰 Financial Bid – 50 Marks
- Evaluated based on:
- Extra calories provided beyond norms
- Voluntary contribution above fixed per-meal cost
- Marks Weighting:
- Technical: 60%
- Financial: 40%
- H1 selection: Highest value contributor (not L1) is preferred

🔹 Penalty Clauses
- Substandard meals or failure to supply on time: Deductions or alternate procurement at NGO’s cost
- Food poisoning incidents: Civil/criminal liability on NGO
- Withdrawal or delay: Penalty & forfeiture of EMD/PG
🔹 Key Notes
- Centralized kitchen must be within 40 km from service schools
- NGO must not discriminate based on caste/religion and must follow secular operations
- Evaluation considers willingness to improve nutrition, not just price
