🔹 Financial Details
- Tender Fee: ₹11,800 (₹10,000 + ₹1,800 GST) – to be paid online
- EMD (Bid Security): ₹1,86,296 – to be paid online

🔹 Eligibility Criteria
Class of Contractor Required: “B” and “A” Class (State Govt. registered or equivalent Central Govt. registered)
Technical Experience:
- Must have experience in similar composite works (civil, landscaping, PH & electrical).
- Required submission:
- List of executed projects (Schedule D1)
- List of ongoing projects (Schedule D2)
Financial:
- Annual Turnover: ≥ ₹1.75 crore in each of the last three FYs (2021-22, 2022-23, 2023-24) – supported by Audited Balance Sheets
Other Mandatory Documents:
- Valid GSTIN certificate and returns till May 2025
- PAN card and IT returns for past 3 FYs
- Valid EPF & ESIC registration with recent challans
- Affidavits for no relation, litigation status, and tools & plant availability
- MOU with electrical contractor (with license & experience)
- Declaration under Official Secrets Act
🔹 Scope of Work
- Composite construction work at the existing building, including:
- Civil construction
- Landscaping
- Internal roads/pathways
- Plumbing & Sanitation (PH)
- Electrical infrastructure
🔹 Submission Guidelines
- Mode: Online submission through https://tendersodisha.gov.in
- Digital Signature: DSC Class II or Class III required
- BOQ: Only original BOQ in .xls format to be filled and submitted (no modification allowed)
- No Joint Ventures Allowed
- All documents to be scanned and uploaded in PDF format
🔹 Evaluation and Award
- Technical Evaluation first; then Financial bid of technically qualified bidders will be opened
- Additional Performance Security will be required if bid is below the estimated cost
- Agreement Signing: Post selection, performance security and contract agreement to be signed
