Tender Description “Request for Proposal under DDU-GKY 2.0 – Jharkhand (JSLPS)
Pre-Qualification Criteria
🔹 Summary:
Jharkhand State Livelihood Promotion Society (JSLPS) invites proposals from registered Project Implementing Agencies (PIAs) under the DDU-GKY 2.0 scheme for the FY 2025–26 to skill rural poor youth in Jharkhand. The RFP aims at selecting PIAs who will deliver training, ensure placement, and support self-employment initiatives.
🔹 Scope of Work:
Selected PIAs will be responsible for:
  1. Implementing skill development projects aligned with the DDU-GKY 2.0 guidelines.
  2. Training rural youth in high-demand sectors.
  3. Ensuring 70% minimum placement (at least 50% wage employment + 20% self/gig employment).
  4. Supporting self-employment via credit linkage with banks.
  5. Complying with training hour standards: Minimum 576 hours (396 domain + 180 non-domain).
🔹 Eligibility / Pre-Qualification Criteria:
Eligible Entities:
  1. Registered entities under Indian Trusts Act, Societies Act, Companies Act, LLP Act, or Co-operative Acts.
  2. SHG Federations.
  3. State and national level Govt. or semi-Govt. bodies.
  4. NGOs registered with NITI Aayog Darpan Portal.
  5. Entity should be >3 years old (Start-ups exempted).
Ineligible Entities:
  1. PIAs with unresolved recovery proceedings under previous DDU-GKY projects.
  2. PIAs with <50% placement record in earlier DDU-GKY projects.
  3. Blacklisted entities or those with connections to defaulting agencies.
  4. Consortiums are not allowed.
🔹 Financial Criteria:
  1. Application Fee: ₹25,000 (Non-refundable)
  2. Qualitative Appraisal Fee (Post-Screening): ₹1,25,000 + GST

🔹 Training & Placement Guidelines:
  1. No clubbing of QPs; use NOS/micro-credentials if needed to meet 576 hours.
  2. Minimum salary: ₹10,000/month or location’s semiskilled wage, whichever is higher.
  3. Cross-sector placement allowed only if wage is 20% higher than minimum threshold.
