Tender Description Expression of Interest (EOI) issued by the Employment Generation & Marketing Mission (EGMM), Government of Telangana for empanelment of Project Implementing Agencies (PIAs) under DDUGKY 2.0
Pre-Qualification Criteria
📌 Summary
The EOI seeks to empanel capable and experienced Project Implementing Agencies (PIAs) to implement DDUGKY 2.0 including Captive Employment in Telangana. The objective is to conduct placement-linked skill training for rural youth, ensuring minimum 70% placements, aligned to NSQF/NQR, following DDUGKY SOPs.
🔧 Scope of Work
  1. Empanelled PIAs must:
  2. Deliver training programs aligned with DDUGKY 2.0 SOP and EGMM guidelines.
  3. Mobilize rural youth (SC/ST, women, differently-abled preferred).
  4. Establish compliant training centres (owned/hired).
  5. Deploy SSC-certified trainers.
  6. Provide SOP-compliant course content and conduct training with biometric attendance.
  7. Offer at least 70% placement, including captive employment.
  8. Track post-placement outcomes and report on them for at least 6 months.
✅ Eligibility / Pre-qualification Criteria
  1. Agencies must be registered on www.kaushal.rural.gov.in and have a valid Permanent Registration Number (PRN).
  2. Must have past experience in executing DDUGKY or similar programs.
  3. Agencies applying as Captive Employers are exempted from qualitative appraisal fee.
  4. Trainers must be certified through SIDH portal / SSC.
💰 Financial Criteria & Fees
  1. Initial Screening Fee: ₹25,000 (non-refundable)
  2. Qualitative Appraisal Fee: ₹1,47,500 (non-refundable, incl. GST)
  3. [Waived for Captive Employment applicants]

  2. Upload all documents, certificates, and declarations as per RFP instructions.
  3. No physical communication will be accepted.
