📌 Project Overview

1. Title: Selection of PMA for Turn-key Project Management, Skill Development Training in Apparel Sector, Production Management, and Market Linkage for CFCs under PM-AJAY in Assam.
2. Implementing Agency: National Institute for Micro, Small and Medium Enterprises (ni-msme), Hyderabad.
3. Target Area: Kamrup (Rural) and Morigaon districts in Assam.
4. Beneficiaries: 2000 SC youth (1000 per district).

1. Skill Development:
   1. Training 2000 SC beneficiaries in the apparel sector.
   2. Certified training on two job roles:
      1. Self Employed Tailor (SET)
      2. Specialized Sewing Machine Operator (SSMO)
2. Infrastructure and Technical Setup:
   1. Selection and engagement of professionals: Surveyor, Architect, Estimator, Chartered Engineers, Civil Engineers.
   2. Setup and validation of construction, machinery installation, electrification, etc.
3. Market Linkage & Production Management:
   1. Development of market linkages and production plans for CFCs.
   2. Post-training employment/entrepreneurship engagement.

1. Must be an empaneled agency with ni-msme.
2. Should be a legally registered organization, operating for at least 7 years.
3. ISO certifications required: ISO 9001:2015 and ISO 14001:2015.
4. Valid GST Registration and ITR for FY 2021-22, 2022-23, 2023-24.
5. Minimum average turnover of ₹5 Cr in the last five financial years.
6. Proven record in:
   1. Apparel sector skill training for at least 1000 beneficiaries.
   2. Setting up 100+ training labs (50+ in apparel).
   3. Executed skill training for at least 5000 people in last 10 years.
   4. Industry collaboration and market linkage (MoUs/LoIs required).
   5. Past engagement as PMA/PMU/PET under Government.

1. Bid Cost: ₹10,000/- (non-refundable, via RTGS/NEFT)
2. EMD: ₹10,00,000/- (refundable, via DD/BG)

2. Extension: May be extended by 1 more year based on performance.
