📦 Scope of Work
Supply of stitched uniforms (shirts, pants, blazers, and ties) for students of Northeast Skill Centre. Uniform specifications are:
- Shirt (cotton): Full sleeves, white
- Pant (cotton): Full pant, black
- Blazer: Navy blue, black, brown, green
- Tie: Standard

📋 Eligibility Criteria
- Registered entity in India with at least 3 years of business experience.
- Registered office in Guwahati.
- Must have PAN, GST Certificate, Trade License.
- Engaged in garments/dress material supply for over 3 years.
- Average Annual Turnover: ₹20 Lakhs (for FY 2021–22, 2022–23, 2023–24).
- Experience in supplying uniforms (at least two contracts).
- Must not be blacklisted by any government agency (self-declaration needed).
💰 Financial Criteria
- Tender Fee: ₹1,000 (non-refundable)
- EMD/Bid Security: ₹60,000
- Performance Security (for successful bidder): 5% of contract value

- Submit physical bids in a sealed envelope.
- Include all mandatory documents: PAN, GST, Trade License, Turnover Certificate, Experience Proof, etc.
- Submit sample uniforms along with bid documents.

⚖️ Evaluation Criteria
- Stage 1: Document-based eligibility check.
- Stage 2: Sample evaluation by technical experts.
- Stage 3: Financial bids opened for technically qualified bidders.
Evaluation is based on Least Cost Selection (LCS).
- L2 may be offered contract at L1 rates in case L1 defaults.
- ⚠️ Key Conditions
- Penalty of 0.5% per day for late delivery or substandard quality.
- Payment post successful supply only.
- ASDM reserves the right to cancel the tender at any stage without notice.
