🔹 Scope of Work

The selected agency will:

1. Design a minimum of 260 animated illustrations (MP4, GIF, JPG) separately in Hindi and Telugu.
2. Each animation will include:
   1. 4 to 8 characters or objects
   2. Accompanying text and professional voice-overs (Hindi & Telugu)
   3. Background music (licensed)
3. Deliver separate audio files of the voice-overs.
4. Pilot test animations and revise based on community and frontline worker feedback.

🔹 Deliverables

1. MP4 and GIF animated illustrations in Hindi and Telugu with:
   1. Voice-overs
   2. Background music (with license)
2. JPG versions of each animation in both languages.
3. Separate Hindi and Telugu audio files.

🔹 Timeline

1. Total assignment duration: 6 months
2. Contract engagement: Initially for 3 months on a need basis

🔹 Eligibility Criteria

1. Minimum 2–3 years of experience in illustration design
2. Experience in similar assignments, ideally in ECD or social sector messaging
3. Experience working with Hindi and Telugu animations preferred

🔹 Proposal Components

📌 Technical Proposal

1. Must follow structure outlined in Annexure I & II.
2. Includes:
   1. Bid form with organizational details
   2. Team profile
   3. Approach & methodology
   4. Implementation plan & timeline
   5. Samples of prior work

📌 Financial Proposal

1. To be submitted in a separate email as a password-protected file
2. No pricing to be shared in the email body
3. Use Annexure III template
4. Budget to include cost heads like Personnel, Travel, Printing, Communication, etc.

🔹 Evaluation Process

Stage I – Technical (Weight: 80%)

Stage II – Financial (Weight: 20%)

1. Only bids passing Stage I will proceed

Stage III – Virtual Presentation (for top 3 scorers)

1. Re-scoring post-presentation

🔹 Submission Guidelines

1. Submit separate emails for Technical and Financial proposals.
2. Clearly mark subject lines:
   1. Technical: (RFP Ref No.) – (Bidder Name) – TECHNICAL PROPOSAL
   2. Financial: (RFP Ref No.) – (Bidder Name) – FINANCIAL PROPOSAL
3. No financial data should appear in the technical proposal.

🔹 Other Conditions

1. AKF owns all bids received.
2. No reimbursement for bid preparation/presentation costs.
3. Ethical compliance required; any malpractice leads to disqualification.
