Tender Brief Terms of Reference (ToR) for hiring a Communications Consultant by ChildFund International—Asia Region
Tender Description Communications Consultant for developing Sector-wise Briefs with integrated Gender Equality focus.
Pre-Qualification Criteria

 🧭 Objective of the Consultancy:

To create high-quality, persuasive, and gender-integrated sector-wise briefs (Health, Education, Environmental Sustainability, Online Safety) that communicate:
  1. Impact
  2. Organizational capacity
  3. Investment opportunities
📚 Scope of Work:
1. Information Collection & Content Strategy
  1. Engage with internal stakeholders (Program Leads, M&E, Communications).
  2. Review internal documents and data.
  3. Extract key messages, impact stories, gender-specific data.
  4. Build a content plan and narrative flow for each brief.
2. Sector-Wise Brief Development (2–4 pages each):
  1. Health
  2. Education
  3. Environmental Sustainability
  4. Online Safety
Each brief must include:
  1. Sector-specific problem statement.
  2. ChildFund’s unique approach/solution.
  3. Impact data (quantitative + qualitative).
  4. Gender integration: evidence, data, and stories.
  5. Capacity showcase and investment opportunities.
3. (Optional) Pitch Lab / Hackathon
  1. Facilitate ideation with Country Offices.
  2. Help develop 3–5 investment-ready concept notes (max 2 pages each).
  3. Focus on gender integration and donor orientation.
4. Review & Refinement
  1. Incorporate iterative feedback.
  2. Ensure consistency with brand and messaging.
📦 Deliverables:
  1. Work Plan (Approach + Timelines)
  2. Draft Briefs (4 sectors)
  3. Final Briefs (Proofread + Finalized)
  4. 3–5 Investment Concept Notes (if Pitch Lab is executed)
  5. Final Report (summary, challenges, recommendations)
📅 Timeline:
  • Start Date: July 15, 2025
  • End Date: August 30, 2025
🧑‍💼 Consultant Qualifications:
  1. Experience: 5–7 years in nonprofit communication, impact storytelling, or brief/report writing.
  2. Skills:
    1. Excellent written English
    2. Data interpretation & visualization
    3. Familiarity with gender equality frameworks
    4. Strong understanding of development sectors
    5. Experience with digital marketing and donor-facing content
  3. Desirable: Experience with online safety, digital rights, impact investing, or philanthropy.
💰 Payment Schedule:
  1. Based on completion and acceptance of deliverables.
  2. To be agreed mutually.
🔒 Other Terms:
  1. IP Ownership: All content created belongs to ChildFund International.
  2. Confidentiality: Mandatory for all data and communications accessed.
