   1. Average Turnover: Class-based (Class A > ₹2 Cr; Class B > ₹2.5 Cr; Class C > ₹5 Cr)
   2. Net Worth thresholds: ₹0.5 Cr (A), ₹1 Cr (B), ₹2 Cr (C)
   3. PAT (Profit After Tax) in at least 2 out of last 3 years.
5. Experience:
   1. Number of candidates trained in past 3 years (min. 50,000 for scoring).
   2. Specific experience in construction/industrial sector.
   3. Experience in at least 10 states.
   4. Experience with international agencies (UNDP, UNICEF, World Bank, etc.).
6. ISO certification.
7. Not blacklisted / debarred.
