1. Experience & Empanelment:
   1. Empanelled with TNSDC
   2. Proven record of conducting skill development programs
   3. Minimum 1 relevant project and 7+ years of relevant professional experience
   4. Not blacklisted by any govt. body
2. Training Infrastructure & Staff:
   1. Qualified trainers with experience and knowledge of Tamil
   2. Availability of necessary training equipment (computers, salon tools, etc.)
3. Financial Criteria:
   1. Minimum turnover of ₹2 Cr from training programs in any of the last 3 financial years
   2. Last 3 years of audited financial statements
4. Mandatory Documents:
   1. Certificate of incorporation
   2. PAN, GST
   3. Non-blacklisting declaration on ₹200 stamp paper
   4. ISO Certification (if available)
   5. Work orders/completion certificates
   6. List of faculty and training capacity

1. Women aged 18–35 years
2. Residing in Zones 8 and 9 of GCC
3. Candidates mobilized through Magalir Thittam / NULM

• 3 months, with a buffer of 1 month for final documentation

1. Medium: Tamil
2. Training manuals to be given to each candidate
3. Must include both technical and soft skills

1. No subcontracting allowed without prior approval
2. Strict attendance requirement (minimum 70–80%)
3. Final assessment and certification by Directorate of Employment
4. GCC holds full rights for acceptance, rejection, or cancellation of tender

1. 90 days from bid opening for bid validity
2. 3 months service duration + 1-month buffer
