📍 Scope of Work
TNSDC is seeking proposals from qualified coaching institutes for:
- Establishment & management of residential coaching centres for SSC, RRB, IBPS exams.
- Locations:
- Chennai Region: 300 students
- Coimbatore Region: 350 students
- Madurai Region: 350 students
- Duration: 6 months
- Infrastructure includes: classrooms, library, computer lab, hostel (boys/girls), dining hall, RO water, CCTV, etc.
- Full-service responsibility: teaching, residential management, food & mess, mentorship, LMS access, etc.
📑 Eligibility/Pre-Qualification Criteria
- Legal Entity: Registered in Tamil Nadu (Trust, Society, Company, LLP, etc.)
- Experience: At least 3 years in SSC/RRB/Banking coaching across 3 districts in Tamil Nadu.
- Financial Turnover: Minimum ₹5 Cr average annual turnover in FY 2021–22, 2022–23, 2023–24.
- Not Blacklisted & No Penalty: By any govt authority or CCPA.
- EMD: ₹2,00,000/- via NEFT.
- Authorized Representative: Power of Attorney/Board Resolution.
💡 Technical Evaluation (Total 100 Marks)

- Coaching experience (residential & non-residential)
- No. of branches
- Number of successful students in SSC/RRB/IBPS from Jan 2024–May 2025
- Financial capacity
- Presentation on strategy, approach, and course plan
Minimum qualifying marks: 60
💰 Financial Proposal
- Submitted separately through the portal.
- Method: QCBS (75% Technical + 25% Financial)

💵 Payment Milestones (Training Cost)
- 1st Installment (30%) – After 1 month
- 2nd Installment (30%) – After 4 months
- 3rd Installment (30%) – On course completion
- 4th Installment (10%) – Based on student result performance (25–50%+ success rates)
