Pre-Qualification Criteria
Project Summary
  1. Issuing Authority: Joint Director of Agriculture, Raichur District, Karnataka
  2. Scheme: PMKSY – Watershed Development Component 2.0
  3. Purpose: Empanelment of NGOs/VOs/Agencies to conduct:
    1. Awareness and mobilization
    2. CBO formation and capacity building
    3. Training and orientation
    4. Support for income generation activities (IGA)
  4. Project Duration: Till March 2026 (extendable based on performance)
  5. Method of Selection: Least Cost Selection (LCS) under 3-cover system

✅ Eligibility Criteria (Pre-Qualification)
  1. Legally Registered Entity in India, active for at least 15 years
  2. Cumulative turnover of ₹200 lakh in the last 5 financial years
  3. Experience in minimum 5 Watershed/NRM/Livelihood projects
  4. Formation of 100+ CBOs (e.g., SHGs, FPOs, JLGs)
  5. Conducted 100+ capacity-building trainings
  6. Credit linkage for minimum 50 SHGs/FPOs/JLGs
  7. Not blacklisted by any government or funding agency
  8. Registered with NGO Darpan (NITI Aayog)
  9. GST registration and ITR for 5 years
All supporting documents must be uploaded on the Karnataka e-Procurement Portal in PDF format and signed & sealed by the authorized representative.

  • Three Cover System:
    1. Cover 1 – Pre-Qualification Documents
    2. Cover 2 – Technical Proposal
      1. Forms 3A to 3G
      2. Methodology, Work Plan, Experience, Staffing
    3. Cover 3 – Financial Proposal
      1. Quote service charges (%) against salary component only
      2. Quotes of 0% or <1% are disqualified

📍 Important Notes
  1. Preference given to Karnataka-based NGOs fluent in Kannada
  2. All uploaded documents must match submitted hard copies
  3. Incomplete applications or lack of required documents will lead to disqualification
  4. The contract is subject to grant availability
