Tender Description RFP from NSKFDC for Occupational Safety & Skill Upgradation Training of Waste Pickers under the NAMASTE Scheme (FY 2025–26)

🔵 Project Title
Conducting Occupational Safety and Skill Upgradation Training for Waste Pickers under the NAMASTE Scheme.
📌 Training Details
  1. Target Group: Waste Pickers (Urban and Rural Areas)
  2. Training Duration: 30 hours (Minimum 5 days)
  3. Mode: Classroom + Practical + Site Visits
  4. Attendance: Minimum 80% (AEBAS-based)
  5. Trainer Requirement: Preferably TOT Certified in Solid Waste/Sanitation sector
  6. Assessment & Certification: As per PMKVY 4.0 / Sector Skill Council guidelines
📍 Geographical Coverage
Across all 36 States/UTs:
  1. 4865+ ULBs
  2. 7269+ Blocks
Training to be allotted zone-wise (North, Central, East, West, South, NE zones).
✅ Eligibility Criteria (Initial Filter)
Organizations must meet the following:
  1. Minimum 3 years registration/incorporation
  2. Valid PAN, GST, EPF/ESI (if applicable)
  3. Positive net worth for FY 2022–23 and 2023–24
  4. ₹50 Lakh average annual turnover in last 3 years
  5. 3 years’ training experience (incl. 1 year in sanitation/SWM)
  6. Minimum 3 experienced trainers
  7. NGO applicants must be registered on NGO DARPAN with UID
  8. Not blacklisted/bankrupt
🧾 Fees
  1. EMD: ₹10,000 (DD, in favor of NSKFDC, payable at New Delhi)
  2. Tender Fee: ₹2,500 (incl. GST, same mode)
  3. MSME: Exempted from tender fee (valid certificate required)
📊 Evaluation Criteria (Total 100 Marks)
  1. Financial (25 Marks)
  2. Technical Capability (75 Marks), based on:
    1. No. of persons trained & certified
    2. Sanitation/Waste picker-specific training experience
    3. Projects in SWM sector
    4. Geographical presence
    5. No. of qualified trainers
