1. Provide comprehensive coaching (Written Test, PMT, PET, Interview) for Police Constable aspirants in West Bengal.
2. WBMDFC will mobilize ~1000 minority candidates.
3. Classes to be held preferably on weekends/public holidays at WBMDFC-identified centers.
4. Coaching Duration:
   1. Theory: 50 hours (3 hrs teaching + 1 hr mock test)
   2. Physical: 15 hours spread over 10–12 days

1. Application Fee: ₹500 (non-refundable)
2. Security Deposit: ₹20,000 (refundable if not selected)
3. Performance Guarantee: ₹20,000 or 2% of work order value (whichever is higher)

1. 30% – After 1 month of classes with mock test & attendance report
2. 55% – After successful completion
3. 15% – After minimum 50% of students get selected

1. Registered Society/NGO/Company/Trust with minimum 3 years registration

1. Average turnover of ₹15 lakhs (last 3 FYs) or ₹30 lakhs in FY 2023-24
2. Positive net worth as of 31.03.2024

1. Minimum 3 years coaching for Police/Govt job exams
2. Trained 100+ candidates per year (last 3 FYs) or 150 in FY 2024-25

1. Coaching center with seating for 40, classrooms, toilets, AV tools, and drinking water
2. Facilities for physical training with equipment and play area
3. Biometric attendance system required

1. Selection Method: QCBS – Quality (70%) + Financial (30%)

1. No subcontracting or franchising allowed
2. No fees can be charged from candidates
3. WBMDFC may split the work between multiple agencies
