π― Objective:
To empanel reputed Skill Development Training Partners (TPs) for delivering training PAN India in the following sectors:
- Construction
- Healthcare
- Agriculture
- Tourism & Hospitality
π Scope of Work:
- Training Infrastructure Setup
- Setup centers across India with biometric attendance and Skype facility
- Comply with NSDC standards
- Training Delivery
- 5-day Employability Enhancement Training with On-site exposure
- Content to include labour laws, welfare schemes, competency gaps
- Assessment & Certification
- 5th day: Proficiency test by NCVET-recognized Awarding Body
- Certificate issuance and upload on SIDH portal
- Post-Implementation Support
- Monitoring, client coordination, course upgrades

π Required Appendices: Certificate of Incorporation, PAN, GST, Audited Financials, Project Experience, Non-blacklisting affidavit, etc.
π§ͺ Evaluation Process:
- Stage 1: Pre-qualification based on eligibility
- Stage 2: Technical Evaluation (includes presentation, infrastructure, QA, etc.)
- Finalization: Shortlisted TPs will sign MoU/SLA with Keltron and may be onboarded for current and future projects PAN India.
π οΈ General Conditions:
- Work Duration: 12 months or as per project
- Performance Security: As per LoA (Bank Details Provided)
- Compliance with Labour Laws, Licenses, Insurance
- Strict adherence to training quality, attendance (80%), and documentation
π΅ Payment Terms:
- Back-to-back basis (Keltron pays only after receiving from client)
- All applicable taxes and deductions will apply
- BG released only post project + 3 months
β οΈ Penalties & Termination:
- Delay Penalty: Min 0.5% of cost
- Non-compliance = forfeiture of security deposit + risk purchase
- Disputes: Handled by Law Courts in Trivandrum, Kerala
