Tender Description Consultancy Services - Engagement of a Non-Governmental Organization as a Technical Partner to Support the Indian Council of Forestry Research and Education in implementation of Awareness Generation and Capacity Building Activities on Forest Landscape Restoration and Related Concepts for Local Communities within Selected Model Sites/ Landscapes in Uttarakhand under the RECAP4NDC Project.

Scope of Work
The main objective of this assignment is to raise awareness and build the capacity of local communities on forest landscape restoration (FLR) through awareness campaigns and training within selected model sites/landscapes in Uttarakhand. This also includes conducting sensitization and awareness activities in schools located within these areas.
Key tasks include:
  1. Organizing community meetings, rallies, street plays, exhibitions, and other innovative methods to spread awareness and build capacity of local communities across 140 villages (Van Panchayat) within selected model sites/landscapes in Uttarakhand.
  2. Conducting sensitization and awareness actions for 14 schools (participation of at least 100 students/school) of high school/10+2 standards at 2 schools per Forest Division.
  3. Developing suitable mechanisms for sharing of knowledge and communicating messages on FLR and its concepts.
  4. Building capacities of stakeholders on FLR through conducting trainings and curricula development.
Pre-Qualification Criteria
To be shortlisted, NGOs must meet the following minimum qualification criteria:
  1. Legal Entity: Must be a legal entity registered in Uttarakhand and have an office in Uttarakhand. A copy of the valid registration certificate and address proof of the registered office are required, along with details of branch offices.
  2. Operational Experience: Must have been in operation in Uttarakhand for a minimum of 5 years (as on March 31, 2025) with experience in awareness generation and capacity-building. A certificate from the Chief Executive of the NGO detailing executed assignments is required.
  3. Relevant Assignments: Must have completed or substantially completed (60%) at least 3 assignments on awareness generation and capacity-building related to natural resource management and other relevant fields for local communities and stakeholders within Uttarakhand during the last three financial years. Copies of Work Orders/Contracts/Contract Agreements must be furnished.
  4. Manpower: Must have at least 5 full-time employees on its payrolls (1 Team Leader and 4 Training Specialists). Certificates by Statutory Auditor or Chief Executive of NGO, and certified copies of CVs of full-time employees, are required.
  5. Blacklisting Status: The NGO should not be blacklisted by any Central/State Govt./PSU/Govt. Bodies. A certificate from the Chief Executive of the NGO must be furnished.
  6. Tax Compliance: Copy of PAN Card/Service Tax Registration Certificate must be furnished.
Eligibility Criteria
In addition to the qualification criteria, NGOs must also meet the following eligibility conditions:
  1. Must be an NGO registered under an applicable Act (or a Joint Venture/Consortium, if stipulated).
  2. Must have valid registration regarding GST/PAN issued by the concerned authority.
  3. Must not be insolvent, in receivership, bankrupt, or have its business activities suspended.
  4. Must not have been declared ineligible/blacklisted/banned/debarred by any government ministry/department/institution.
  5. Must not have been convicted (within three years preceding the last date of EOI submission) for offenses involving moral turpitude or causing loss of life/property during public procurement, or be considered a national security risk.
  6. Must not have changed its name or created a new "Allied Entity" to circumvent blacklisting.
  7. Must not have an association with any retired Gazetted employee/officer of Central/State Government or PSUs who has not completed a one-year cooling-off period, unless a waiver is obtained.
  8. Must not have a conflict of interest that affects fair competition.
  9. For Joint Ventures/Consortia (JV/C), members should not be more than two, no member should have less than 20% participation, and the Lead member must have at least 60% participation. JV/C and all members must satisfy all eligibility requirements.
Financial Criteria
  1. Average Annual Turnover: The NGO must have an average annual turnover of Rs. 15 Lakh in the last three financial years (2022-23, 2023-24 & 2024-25). A Chartered Accountant's certified document with name, registration number, signature, and stamp is required.
  2. Start-ups (as defined by the Department for Promotion of Industry and Internal Trade) may be eligible for relaxation in prior turnover and experience conditions, subject to meeting quality and technical specifications.
Tender Fee and EMD

  2. Validity: EOIs shall remain valid for a period not less than 60 days from the deadline for EOI submission, and up to 120 days from the EOI opening date.
  3. Modifications/Withdrawals: Resubmission of EOI is allowed up to the submission deadline, with only the last submitted EOI being considered. EOIs can be withdrawn before the submission deadline via email.
