1. Scope of Work The selected Training Agencies will be engaged to perform various activities, including mobilization, interest mapping, counseling, screening, and training in domain skills, design innovation, and establishing backward and forward linkages for trained artisans. This involves:
- Developing training modules and curriculum in Gujarati, incorporating entrepreneurship, soft skills, marketing, financial literacy, and market exposure.
- Ground-level mobilization of artisans, including interest mapping, database creation, counseling, and forming training batches at village, taluka, and district levels across Gujarat.
- Ensuring training center readiness with suitable owned or rented spaces, equipped classrooms, practical lab setups, tools, materials, and essential facilities.
- Deploying qualified trainers who are domain experts, award-winning artisans, or possess relevant certifications and industry experience.
- Conducting comprehensive training covering various skills, including hands-on prototype creation, and submitting weekly/monthly reports and attendance records.
- Procuring raw materials, consumables, and tools, ensuring quality and maintaining batch-wise records.
- Implementing assessments and certifications, ensuring external expert involvement in final assessments, and issuing certificates with relevant logos.
- Achieving training outcomes with at least 70% of certified trainees linked to wage employment or self-employment, providing placement support, self-employment assistance, and ensuring sustainable income enhancement.
- Providing post-training support for income generation, including identifying vendors, markets, capital, and credit linkages.
- Maintaining records, complying with data entry requirements, submitting progress reports, and ensuring transparency in financial and operational aspects.
2. Eligibility Criteria (Pre-qualification Criteria) To be eligible, agencies must meet the following criteria:
- Be a reputed and registered entity in Gujarat (e.g., registered under Societies/Public Trust Registration Act, Academic/Educational Institutions, Cooperative Societies, NGOs, Reputed Training Institutions, Companies, CSR organizations, Government/Semi-Government Institutions).
- Have been in existence for at least 5 years as of the application date.
- Possess a minimum of 3 years of relevant experience in skill development, vocational, or livelihood-based training, preferably in cottage and rural industries sectors.
- Have trained a minimum of 300 individuals in the last 5 years for Government, Semi-Government, PSUs, Boards, Corporations, Institutions, or Local Government Bodies projects.
- Have experienced staff and qualified trainers (directly employed, on hire, or associates) with domain knowledge in cottage and rural industry trades/crafts.
- Provide copies of PAN & GST (if applicable).
- Have a registered office in Gujarat.
- Submit an undertaking declaring that the agency has not been blacklisted by any Government department or agency.
- Joint ventures/consortiums are not allowed.
3. Financial Criteria
- Annual Turnover: A minimum total turnover of Rs. 50 lakhs in the last 3 financial years, with at least 50% from training-related activities. A Chartered Accountant's certificate is required to verify this.
- Evaluation Scores for Turnover:
- Total Turnover: Rs. 50+ lakhs to 60 Lakhs (7 marks), Rs. 60+ lakhs to 80 Lakhs (9 marks), More than Rs. 80 Lakhs (10 marks).
- Turnover from Skilling Activities: Rs. 25+ lakhs to 30 Lakhs (7 marks), Rs. 30+ lakhs to 40 Lakhs (9 marks), More than Rs. 40 lakhs (10 marks).
- Performance Security Deposit: Training partners must submit a performance security deposit equivalent to 10% of the agreement/contract value before signing the agreement for each training assignment. This deposit is refundable upon successful completion and formal closure of the agreement.
4. Tender Fee and EMD
- EOI Processing Fees: A non-refundable EOI processing fee of Rs. 5000/- is required in the form of a Demand Draft.
- Payable To: The Demand Draft should be in favor of "Director, Gujarat Matikam Kalakari & Rural Technology Institute (GMK&RTI)" payable at Gandhinagar.
- The document does not mention an EMD (Earnest Money Deposit), only an EOI processing fee and a performance security deposit.

- A physical copy of the proposal, along with the EOI processing fee and documents, must also be submitted within the prescribed time limit to the Gujarat Matikam Kalakari & Rural Technology Institute (GMK&RTI), Nr. Vishvakarma Temple, Sector-12, Gandhinagar, Gujarat 382016.
- Agencies need to procure a valid digital certificate as per the Information Technology Act-2000 for online participation.
- Each page of the document shall be duly signed and stamped by the authorized person.
- A valid letter of authority must be submitted by the person attending the pre-bid meeting.
6. Deadlines
- Bid Start Date: July 24, 2025.
- Pre-Bid Meeting: July 30, 2025, at 12:30 PM.
- Bid End Date (Online Submission): August 14, 2025, until 18:00 HRS.
- Last Date for Submission of Physical Documents and EOI Processing Fee: From July 25, 2025, to August 19, 2025, during working hours
