Pre-Qualification Criteria
📌 Scope of Work
HPKVN invites proposals for empanelment of Training Service Providers (TSPs) for implementing NSQF-aligned:
- Short-Term Training (STT)
- Long-Term Training
- Recognition of Prior Learning (RPL)
These trainings will be conducted under State/Centrally Sponsored or Self-Financed Schemes in Himachal Pradesh. The goal is to enhance the livelihood and employment opportunities for the state's youth, with a focus on priority groups and emerging sectors.
✅ Eligibility Criteria
- Entity Type: Registered Proprietorship, Partnership, Pvt Ltd/Public Ltd Company, Society, Trust, or Association.
- Years of Operation: Minimum 5 years (1 year for JV partners).
- Office Presence: Must have a registered office and training centers in Himachal Pradesh.
- Training Experience: Proven track record in implementing NSQF-aligned skill training programs in the past 3 years (2021–22, 2022–23, 2023–24).
- Geographical Experience: Past experience in Himachal Pradesh or other Northern States (Delhi, Punjab, Haryana, J&K, Uttarakhand).
- Not Blacklisted: Must submit an affidavit of not being blacklisted by any government or donor agency.
- No Franchise/Sub-letting: Only direct implementation is allowed.
💵 Financial Criteria
- Sole Applicant:
- Minimum average annual turnover of INR 50 lakhs
- Positive net worth for the last 3 years
- JV/Consortium:
- Combined average annual turnover of INR 1 crore
- Positive net worth (combined)
Documents Required:
- Audited Balance Sheets and P&L Statements (FY 2021–22, 2022–23, 2023–24)
- CA Certificate and ITR acknowledgements
📑 Tender Fee & EMD
- Bid Processing Fee: ₹11,800 (non-refundable), via Demand Draft
- EMD (Earnest Money Deposit): ₹1,00,000 (refundable), via Demand Draft
- Performance Security (post-selection): ₹5,00,000 or 10% of awarded work, whichever is lesser

- Mode: Hard copy submission with complete documentation
- Documents Checklist includes:
- Covering Letter, Applicant Details, Registration Proof
- Financials, Experience in NSQF Training
- Center & Trainer Details, Affidavits, Declarations
- Sector-specific annexures (up to 5 sectors)
- No online submissions; documents must be properly bound and paginated
📊 Evaluation Method
- Single Stage Single Envelope (1S1E) process
- Pre-qualification → Technical Evaluation → Empanelment
- Scoring based on:
- Organizational capability (30 marks)
- Technical expertise (40 marks)
- Geographical presence & manpower (30 marks)
- Minimum 60% required in technical evaluation for qualification
