Pre-Qualification Criteria |
Training Providers will be responsible for:
- Commencing work within 15 days of the target release in the ASDM MIS system.
- Employing qualified trainers who have passed the Training of Trainers (ToT) program and possess a Trainer ID (TRID).
- Candidate mobilization, counseling, training, assessment, certification, and post-certification tracking.
- Ensuring all candidates have a valid Aadhar card with proof of residence in Assam for registration on the ASDM MIS portal.
- Installing a biometric attendance system, IP-enabled CCTV cameras, and high-speed broadband internet.
- Providing post-training support for self-employment, including bank linkages and other departmental schemes.
- Not subcontracting or franchising the conduct of training.
- Having an active center in the district with all necessary equipment and facilities as per SSC norms.
- Ensuring the list of enrolled candidates is certified by the district's Employment Officer.
Eligibility Criteria
The following criteria apply to private training providers (Pvt. Company/Limited Company/Firms/NGO/Society/Trust/LLP):
- The entity must be legally bound to enter into an agreement with the client.
- The applicant must have at least 3 years of experience in skill training and placement.
- The bidder must not be blacklisted, barred, or disqualified by any regulatory or government body.
- The responding firm shall not be under a declaration of ineligibility for corrupt or fraudulent practices.
- The applicant must have at least one registered or branch office in the state of Assam.
- The authorized signatory must seal and sign all bid documents.
- The applicant must have industry linkages and submit proof in the form of Letters of Intent (LOI) for placement tie-ups.
- The applicant agency must submit their mobilization and employment strategy with the bid document.
Financial Criteria
- The total available budget for this assignment is ₹6,80,475.00.
- A
Performance Security in the form of a Demand Draft for a value of 10% of the awarded contract must be submitted by the selected bidder within 14 days of the Letter of Acceptance (LOA). Government institutions are exempt from this.
- The performance security may be forfeited if the training provider does not start training within 30 days of receiving the work order, if the contract is terminated for default or insolvency, or if the TP is dis-empanelled for any reason.
Tender Fee and EMD
- Tender Processing Fee: A non-refundable fee of ₹500 is to be submitted online.
- EMD/Bid Security: A sum of ₹13,610 is required for private institutions and those in PPP mode. Government ITIs, Polytechnics, and other government training institutions are exempt from the EMD. The EMD will be refunded to unsuccessful applicants after the empanelment process is completed, without any interest.
Submission Guidelines
- Bids must be submitted online at the e-procurement portal,
https://assamtenders.gov.in.
- Bidders must register on the portal and use a digital certificate to log in.
- Relevant documents must be scanned and uploaded in the technical bid section of the portal.
- All formats must be filled out, signed, and submitted, or the bid will be summarily rejected.
- All pages of the original Technical Proposal must be initialed by the authorized representative who signs the proposal.
Deadlines
- Tender Publishing Date: July 28, 2025, at 05:00 PM.
- Pre-Bid Queries Submission Date: On or before August 2, 2025, until 05:00 PM.
- Reply to Pre-Bid Clarifications: On or before August 11, 2025.
- Closing Date (Online Submission): August 19, 2025, until 05:00 PM.
- Opening Date (Technical Proposal): August 20, 2025, at 1 PM onwards.
