1. Commencing training within 15 days of the target release in the ASDM MIS system.
2. Employing qualified trainers with a Training of Trainers (ToT) certificate and a Trainer ID (TRID).
3. Mobilizing and counseling candidates. All candidates must have a valid Aadhar card with proof of residence in Assam for registration on the ASDM MIS portal.
4. Installing a biometric attendance system, IP-enabled CCTV cameras, and high-speed broadband internet.
5. Providing post-training support for self-employment, including bank linkages and other departmental schemes.
6. Maintaining a physical training center in the district with all necessary equipment and facilities as per Sector Skill Council (SSC) norms.
7. Obtaining mandatory certification of the list of enrolled candidates from the district's Employment Officer.
8. Subcontracting or franchising the training is not permitted for private Training Partners.

1. The entity must be legally bound to enter into an agreement with the client.
2. The bidder must not be blacklisted, barred, or disqualified by any government or regulatory body.
3. Any entity participating in the procurement process must maintain an unimpeachable standard of integrity.
4. Only one unit of a holding company or closely related sister/subsidiary companies shall be allowed to submit a proposal to prevent conflict of interest.

1. The total training cost is ₹6,85,800.
2. Performance Security: The selected bidder must submit a Performance Security in the form of a Demand Draft for a value of 10% of the awarded contract. This must be submitted within 14 days from the date of the Letter of Acceptance (LOA). Government institutions are exempt from this.

1. Tender Processing Fee: A non-refundable fee of ₹500 is required, to be submitted online at http://assamtenders.gov.in.
2. EMD/Bid Security: A sum of ₹13,716 is required for Private Institutions and those in a Public-Private Partnership (PPP) mode, to be submitted online. Government institutions like ITIs, Polytechnics, and Training Institutions are exempt from the EMD. The EMD of unsuccessful applicants will be refunded after the empanelment process without interest. The EMD can be forfeited if the applicant fails to sign the agreement, withdraws or modifies their proposal, or fails to deposit the Performance Security.

1. Bidders must register on the portal and log in using a Digital Certificate.
2. Technical bids, including the tender document fees and EMD, must be digitally uploaded.
3. A hard copy of the Power of Attorney and a Non-Blacklisting document must be submitted physically to the office of the Mission Director before the last date of bid submission.
4. All provided formats must be filled out, signed, and submitted; otherwise, the bid may be rejected.
