1. Commencing training within 15 days of receiving targets in the ASDM MIS system.
2. Employing qualified and experienced trainers who have passed the Training of Trainers (ToT) program and have a valid Trainer ID (TRID).
3. Mobilizing candidates, counseling, training, assessment, and certification. All candidates must have a valid Aadhar card with proof of residence in Assam to be registered on the ASDM MIS portal.
4. Installing a biometric attendance system, IP-enabled CCTV cameras, and high-speed broadband internet at the training center.
5. Providing post-training support for self-employment, including bank linkages for loans.
6. The training center must be active in the district, and an inspection will be carried out before empanelment.
7. Subcontracting or franchising the training is strictly prohibited for private training partners.
8. The list of enrolled candidates must be certified by the district's Employment Officer.

Financial Criteria

1. Total Training Cost: The total training cost for both job roles is ₹9,95,700.
2. Performance Security: The selected bidder must submit a Performance Security in the form of a Demand Draft for 10% of the awarded contract value. This must be submitted within 14 days of the Letter of Acceptance (LOA). Government institutions are exempt from this requirement.

1. Tender Processing Fee: A non-refundable fee of ₹500 is to be submitted online.
2. EMD/Bid Security: An EMD of ₹20,000 is required for private institutions and those operating in a Public-Private Partnership (PPP) mode. Government institutions are exempt from the EMD. The EMD of unsuccessful applicants will be refunded without interest after the empanelment process is complete. The EMD may be forfeited under specific conditions, such as withdrawing a bid after opening or failing to submit the Performance Security.

1. Proposals must be submitted online via the e-procurement portal

1. Bidders must register on the portal and log in using a Digital Certificate.
2. Technical bids, including the tender fees and EMD, are to be digitally uploaded.
3. A hard copy of the Power of Attorney and a Non-Blacklisting document must be physically submitted to the office of the Mission Director, Assam Skill Development Mission, before the last date for bid submission.
4. All provided formats must be filled out, signed, and submitted; otherwise, the bid will be summarily rejected.
